Duties You will be required to perform one or more of the following duties: Parking Management, Shuttle Service operations or Transportation Services Management. As a Management and Program Analyst GS 0343 12/13, your typical work assignments may include: Serve as an expert analyst and/or advisor to management on a wide range of complex programs activities requiring application of a considerable range of qualitative and quantitative methods for assessment of complex transportation services management processes, systems, and mission support programs to improve effectiveness of work methods, procedures, and management controls.Develop management and/or program evaluation plans, procedures, and methodology.Evaluate the efficiency of internal operations and evaluating the effectiveness of operating headquarters programs (e.g., parking, shuttle service operations or transportation services).Provide management with objectively based expertise for making decisions on the administrative and programmatic aspects of Parking Management, Shuttle Service operations, Consolidated Motor pool or Transportation Services Management operations including those that are performed exclusively by contractor employees.Perform other duties as assigned in the Support Service and Transportation Programs.Requirements Conditions of EmploymentU. QualificationsSpecialized Experience:GS-12: Applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 grade level in the Federal service or equivalent experience in the private sector performing that included:1.) Assisting the Contracting Officer and/or Contracting Officer's Representative (COR) with contract administration such as statements of work, performance standards, and evaluation functions;2.) Supporting financial functions including budgeting and, conducting cost, schedule, and performance reviews of service contracts;3.) Analyzing Parking Management, Shuttle Service operations, or Transportation Services Management programs to evaluate the efficiency of internal operations and evaluating the effectiveness of operating headquarters programs (e.g., parking, shuttle service operations or transportation services); AND4.) Recommending new methods and techniques to address program issues.GS-13: Applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 grade level in the Federal service or equivalent experience in the private sector performing that included:1.) Evaluating acquisitions, procurement, and/or contract proposals for performance, efficiency, value, and continuing need;2.) Advising management on contracting, or procurement related rules and regulations in order to resolve program problems;3.) Modifying or updating contracting or procurement program plans and objectives based on changing program priorities; AND 4.) Performing long-range planning and analysis of Parking Management, Shuttle Service operations, or Transportation Services Management programs where precedents are scarce or non-existent.** If selected, you must pass the Contracting Officer's Technical Representative (COTR) class within 6 months of being hired. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement.
