Senior .NET Developer — Oracle & Esri ArcGIS

Company: Imperious Enterprise LLC

Engagement: Part-time contract, contingent on award

Compensation: $90–$110/hour , depending on relevant experience

Location: Primarily remote, with a strong preference for candidates based in Ohio

Travel: Approximately one on-site visit per year to Cleveland, Ohio

Anticipated Start: February 2027

Duration: Up to three years

About the Opportunity

Have you developed or maintained a C#/ASP.NET application that integrates with Esri ArcGIS and an Oracle enterprise geodatabase? We would like to hear from you.

Imperious Enterprise LLC is assembling a small team for a proposed three-year application-support engagement with an Ohio public-sector utility. We are seeking a senior developer to maintain and enhance an existing stormwater billing application that connects customer accounts, parcel information, GIS data, and billing workflows.

Our priority is hands-on application-development experience across .NET, ArcGIS, and Oracle—not GIS mapping experience alone. This role involves learning an established codebase, troubleshooting production issues, implementing enhancements, and delivering reliable improvements rather than replacing the existing system.

Independent consultants and small specialist firms are welcome.

The Experience That Matters Most

We are specifically looking for demonstrated experience with:

• C#/ASP.NET MVC: Maintaining existing applications, debugging backend and UI issues, implementing enhancements, and testing changes.
• Esri ArcGIS integration: Developing applications or automated workflows involving ArcGIS services, parcel data, and enterprise geodatabases.
• Oracle databases and geodatabases: Writing SQL, troubleshooting data issues, modifying application schemas, and supporting workflows connecting application and GIS data.
• Supporting technologies: Python, JavaScript, Git/GitHub, batch-processing troubleshooting, Windows Server, and basic deployment/networking knowledge.

Experience using C#/ASP.NET, ArcGIS, and Oracle together in a production environment is especially valuable.

Utility billing, stormwater, municipal GIS, and public-sector experience are preferred. Comparable enterprise application maintenance and systems-integration experience is also relevant.

What You’ll Do

You will maintain and enhance the application’s C#/ASP.NET code, Oracle data workflows, and ArcGIS integrations; investigate batch failures, data-quality issues, and application defects; develop and test fixes, enhancements, and database changes; contribute to a planned .NET upgrade; participate in GitHub code reviews; and support user acceptance testing, documentation, and technical knowledge transfer.

You will work with an assigned Project Manager and the client’s IT, GIS, and billing staff. The client’s IT team handles production deployments, rollbacks, and post-release checks.

Engagement and Availability

This is a part-time support engagement, not a full-time position . Work will consist of scheduled development tasks plus on-demand troubleshooting and support.

Availability near the beginning of the client’s Eastern Time business day is important for urgent batch issues. Occasional weekend emergency assistance may be needed, with coverage arrangements agreed in advance.

Most collaboration will be remote, but candidates should plan for approximately one on-site visit per year to Cleveland, Ohio .

Compensation is $90–$110/hour , depending on demonstrated C#/ASP.NET, Oracle, and Esri ArcGIS/geodatabase experience. Final hours, availability expectations, travel arrangements, and engagement terms will be agreed before work begins.

This opportunity is contingent upon Imperious Enterprise LLC receiving the underlying contract award.
