Property Operations Manager

Property Operations Manager - Affordable Housing Location: Atlanta, GA Pay: $40.00 per hour Employment Type: Contract with possible permanent opportunity Schedule: Full-time Work Environment: Office-based with regular local property and construction-site visits About the Role A public-sector housing organization is seeking an experienced Property Operations Manager to provide strategic oversight, operational leadership, and subject matter expertise for an affordable housing real estate portfolio. This role will ensure properties are operated in accordance with HUD regulations, contractual requirements, established policies, and performance standards. The manager will oversee portfolio reporting, compliance documentation, property performance, subsidy payment processes, inspections, resident concerns, and operational improvement initiatives. Key Responsibilities Provide strategic and operational oversight for an affordable housing real estate portfolio. Ensure properties are managed in compliance with HUD regulations, contractual obligations, internal policies, and established performance standards. Guide and support Property Operations staff in completing portfolio management activities accurately and on time. Provide direction and subject matter expertise regarding resident concerns, property management issues, compliance matters, and operational challenges. Review and validate HUD reporting requirements, including Form HUD-50058, Enterprise Income Verification, and other program-level and property-level reports. Monitor portfolio performance and operational trends involving occupancy, compliance, subsidy payments, property conditions, resident concerns, and other key performance indicators. Identify performance gaps and develop recommendations and corrective action plans. Oversee property inspections and follow-up activities to ensure identified deficiencies are resolved. Ensure inspection results and corrective actions are communicated to internal and external stakeholders. Oversee the timely and accurate processing and reconciliation of rental subsidy payments. Investigate subsidy payment discrepancies and ensure issues are resolved or escalated appropriately. Develop and lead training programs for third-party property management teams. Create training calendars, materials, and guidance covering rental assistance programs, policies, and procedures. Prepare and review management reports, memoranda, presentations, and stakeholder communications. Establish monitoring and reporting processes to ensure documentation is received accurately and on time. Collaborate with internal departments, third-party property managers, property owners, residents, and community stakeholders to resolve complex issues. Improve operational efficiency through standardization, training, data analysis, technology, and continuous process improvement. Conduct regular visits to properties throughout Atlanta to evaluate operations, physical conditions, compliance, and performance. Attend off-site community engagement meetings, stakeholder meetings, and other events as needed. Represent the organization professionally when addressing resident, community partner, and stakeholder concerns. Perform other operational projects and responsibilities as assigned. Required Qualifications Bachelor’s degree in Business Administration, Project Management, Real Estate, Public Administration, or a related field. At least two years of supervisory or management experience, or at least 10 years of experience in affordable multifamily property management or a related field. Strong knowledge of HUD regulations and affordable housing programs. Knowledge of income and rent restrictions, tenant eligibility, occupancy requirements, and recertification requirements. Familiarity with federal, state, and local regulations affecting multifamily property management. Advanced proficiency with Microsoft Excel, Access, Word, and Outlook. Strong analytical, critical-thinking, investigative, and problem-solving skills. Demonstrated ability to resolve complex operational, compliance, and property management issues. Strong leadership, coaching, training, and performance-management abilities. Excellent written, verbal, presentation, and stakeholder communication skills. Strong project coordination, prioritization, organization, and time-management skills. Valid Georgia driver’s license and ability to satisfy employer driving-insurability requirements. Ability to travel frequently to local properties, buildings, construction sites, and stakeholder meetings. Preferred Qualifications Experience using Yardi or comparable property management software. Experience overseeing Form HUD-50058 and Enterprise Income Verification processes. Experience reviewing subsidy payment schedules, occupancy data, compliance records, and property performance metrics. Experience developing training programs for third-party property management teams. Physical and Travel Requirements Regular local travel throughout the Atlanta area. Regular visits to buildings, occupied properties, and construction sites. Ability to perform work that may involve bending, stooping, reaching, prolonged sitting, and prolonged standing. Ability to obtain clearance under the employer’s authorized-driver requirements.
