Role Overview:  

A Community Employment Consultant 2 level (CEC02), locally referred to as an Employment Services Consultant (ESC) often blends structure with flexibility throughout the day, since the role focuses heavily on customer service, case support, and frontline program operations. Here's what a typical day might feel like:

Morning

• Log in to a laptop and check messages, system alerts, and any pending cases that need quick attention.
• Review the day's schedule: calls, walk-ins, reports, or tasks assigned by the director or supervisor.
• Begin handling customer interactions-phone calls, emails, or in-person visits - answering questions, explaining program requirements, and helping individuals navigate processes in a clear and supportive way.

Throughout the day

• Manage and monitor the provision of Wagner Peyser Employment Services throughout the WorkOne office, ensuring compliance and adequate office coverage.
• Set daily, weekly, and monthly schedules to provide WorkOne office coverage, coordinating with regional leadership to ensure coverage for all services and programs offered through the WorkOne office ensuring all services are consistently and adequately supported by DWD staff daily.
• Submit to fill vacancies, screen applications for the most qualified candidates, schedule and conduct interviews, provide ESAM with recommendations and move forward with established procedures to make appropriate hiring recommendations and decisions. Average staffing is 8-12 with low turnover; usually 2-3/year.
• Provide customer service while looking for opportunities where you take the initiative by stepping up and helping where needed throughout the office.
• Coordinate with teammates or leadership to clarify guidelines, get approvals, or escalate cases that need additional attention.
• Participate in team meetings or quick check-ins to address workload balancing, policy updates, or process improvements.
• Monitor monthly staff performance to identify any concerns or deficiencies, and provide any coaching or training needed for staff to be successful in their role.
• Complete follow-up work-sending notices, documenting interactions, or preparing items for review.
• Wrap up lingering tasks from earlier in the day, ensuring nothing time-sensitive is left hanging.

End of Day

• Doublecheck that all cases touched are properly documented.
• Update your task list for tomorrow.
• Log out knowing you played a meaningful role in keeping the program running smoothly and serving the public with clarity and care.

Salary:

The salary for this position traditionally starts at $47,320.00 but may be commensurate with education and work experience. Use our to view the total compensation package.

A Day in the Life:

The essential functions of this role are as follows:

• Reach out to employers with qualified WorkOne candidates to fill employer openings. 
• Work with regional employers to fill open positions and pre-screen candidates as necessary.
• Collaborate with regional business services representatives in preparing and promoting the hiring of talent including specialized populations, Veterans, vocational rehabilitation, adult education, youth, ex-offenders, etc.
• Gather information from applicant, evaluate qualifications, educational backgrounds, and employment barriers.
• Assist clients with job searching and resume building activities.
• Review assessments, client background, and vocational plan interest to recommend and refer to the Workforce Innovation and Opportunity Act representative (WIOA) for opportunities.
• Recommend and administer assessment instruments and interpret aptitude results.
• Explain services available from other public assistance agencies within the community and makes referrals.
• Explain services to applicants and advise on employment opportunities.
• Refer clients to the appropriate specialist concerning veterans’, disabled veterans’, and other specialized programs when necessary.
• Utilize data tracking systems to ensure entry of all services provided to job seekers and/or business customers.
• Create materials and attend job/hiring fairs to recruit talent.
• Provide technical assistance for customers using automated systems including all ICC (Indiana Career Connect) programs.
• Present education materials to groups and/or individuals. 

TAA program additional case management responsibilities: 

• Responsibility of maintaining knowledge of the Department of Labor TAA program rules and regulations.
• Knowledge of appropriate funding/expenditures allowed under the agency TAA budget.
• Develop training plans for eligible participants. 
• Understanding of UI funding (TRA) for job seekers. 
• Responsible for DOL funding being spent appropriately.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

Individuals in this role should minimally be able to articulate or demonstrate the following:

• Advanced knowledge of DWD programs, policies, and procedures. 
• Ability to access applicant’s skills, knowledge, and abilities to make appropriate recommendations for training opportunities.
• Considerable knowledge of creating and presenting presentations to diverse audiences. 
• Specialized knowledge of applying different funding sources based on client needs. 
• Ability to track and analyze client and employer data. 
• Advanced research skills and the ability to utilize internet-based resources. 
• Considerable knowledge in how to communication professionally and interact with different stakeholders. 
• The ability to prioritize and be detailed orientated. 
• Ability to adapt to policy changes. 
• Ability to manage relationships, motivate, and assist customers at various levels. 
• Ability to utilize State’s current client and employer services program system. 
• Demonstrated experience utilizing Microsoft Programs such as Word, Excel, PowerPoint, Outlook. 

A degree is not required. However, a High School Diploma or High School Equivalent (HSE) and at least 2+ years of experience in customer service applying the outlined knowledge, skills, and abilities in a similar role may be considered.
