Facilities Parks Technician (Cultural & Community Services)

Job Title

Position Summary: This position is primarily responsible for the facility operations of the City parks within the City of Sunny Isles Beach. This includes patrolling and monitoring park activities, fields and recreation facilities; enforcing City rules, regulations, codes and ordinances; resolving disputes or conflicts among park patrons; and maintaining the facilities.

Position Scope: This is an entry level maintenance support position.

• Monitor all park activities and enforce City rules and regulations by taking actions including counseling and issuing warnings;
• Provide information and assistance to the public regarding City services, programs, and special interest areas/facilities;
• Ensure visitors abide by maintenance rules within their Special Event Permits and on-going permits at picnic areas, community centers, parks and athletic facilities;
• Perform security checks on buildings;
• Prevent vandalism through close supervision of visitor activities; Report criminal activity and/or vandalism to the Sunny Isles Beach Police Department;
• Provide basic first aid and CPR and emergency management for park incidents;
• Perform daily inspection of all City facilities, grounds, and property for cleanliness or maintenance issues clean as necessary, repair or report other issues as needed. Maintain work logs and prepare written reports of incidents, accidents, maintenance issues or other occurrences;
• Assist with departmental special events and programs/activities, to include set up and break down of chairs, tables, tents, decorations, supplies, etc., as needed.
• Use hand tools and equipment and a variety of machines safely and efficiently to assist with repair tasks or general maintenance.
• Handle maintenance responsibilities within the grounds area of all City property and parks. This includes operating and maintaining equipment or power tools such as lawn mowers, weed trimmers, pressure washers, blowers, etc. Pick up trash, sweep the walk areas and entrances around all facilities as needed.
• Perform general maintenance and repairs to include plumbing, electrical, painting, and mechanical, etc. (e.g. replace light bulbs, repair fixtures, snake drains, replace defective switches or fuses). Possess enough general knowledge to recognize and resolve any emergency situation, with regard to maintenance (electrical, mechanical, plumbing, etc.).
• Handle maintenance responsibilities within the facility housekeeping area. This includes cleaning, sanitizing and deodorizing rest rooms; sweeping and vacuuming floors and carpets; mopping, scrubbing, waxing and cleaning carpets and floors; emptying trash cans and waste bins; cleaning and dusting office furniture, walls and windows.
• Operate and maintain City vehicles as assigned to include washing, waxing and preventative maintenance.
• May need to pick up and discard dead animals, trash, and remove shopping carts according to City policy. Distribute large deliveries to various facilities, as needed.
• Identify opportunity for cost control measures in the delivery of all services and functions in his/her department and under his/her area of responsibility. Control materials, supply ordering, and inventory.
• Assist with monitoring vendor contracts, inspecting their work and providing input into performance.
• Performs other related duties as assigned.

Knowledge, Skills and Abilities

• General knowledge of principles and practices of park security.
• Knowledge of radio procedures, resource and referral information;
• Knowledge of recreation services policies and procedures, regulations, codes and ordinances as they relate to park usage.
• Knowledge of computers and basic mathematics.
• Knowledge of the materials and methods used in facility and grounds maintenance and custodial operations, including specialized cleaning agents and sanitation standards.
• Ability to maintain records and prepare reports.
• Ability to communicate clearly and concisely, both orally and in writing.
• Ability to establish and maintain effective working relationships with City employees and the public.
• Ability to work a varying schedule of hours, to include nights, weekends, and holidays. Ability to operate City vehicles, power tools and equipment (including a radio), safely and efficiently.
• Ability to learn the maintenance operation, policy and procedures of the City and the assigned department or office.

Minimum Requirements

Required Education & Experience:

• High School graduate or equivalent.
• Two (2) or more years of related experience performing similar duties in facility or park maintenance.
• Any acceptable related combination of training and experience. One year related coursework or experience in park management preferred.

Licenses and/or Certifications:

• A valid Florida driver's license is required.
• Commercial Driver's License (CDL) with passenger endorsement preferred.
• American Red Cross CPR/First Aid, Pool Operator, and OSHA certifications must be obtained within 60 days of the date of hire.

Physical Requirements & Working Conditions:

• The essential job functions of this position will require the employee to perform the following physical activities. Employee accommodations for physical or mental disabilities will be considered on a case-by-case basis: On a continuous basis, sit at desk and/or stand at counter for long periods of time. Frequently required to walk, see, hear and talk with the public and read presented documents. On occasion required to climb or balance, stoop, kneel, crouch, taste, or smell; Intermittently twist and reach; lift or carry regularly weight of 10 pounds and on occasion weight of up to 40 pounds. Specific vision required includes close vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Benefits

Health Insurance

The City has a three-tiered stipend plan to help offset the cost of employee health insurance coverage. The three tiers are as follows:

1. Opt Out Employees opting out of the City's health insurance plan receive $550 contribution, pro-rated semi-monthly. Only employees who provide proof they are enrolled in a creditable coverage insurance plan or Medicare may "opt-out" of the City's health insurance plan. The City reserves the right to verify coverage, request additional information, deny, or cancel this benefit at any time.
2. Single Coverage Employees choosing single coverage receive a contribution of $814.60 monthly, pro-rated semi-monthly.
3. Dependent Coverage Employees choosing dependent coverage receive a monthly contribution amount of $1,183.92 if enrolling with employee + child(ren) coverage, $1,261.40 if enrolling with employee + spouse coverage, or $1,5633.48 if enrolling with family coverage, pro-rated semi-monthly.

If the dollar amount of the coverage selected is less than the amount allowed, the employee receives the difference, prorated semi-monthly, likewise if the dollar amount of the insurance coverage selected exceeds the allowed amount, the employee pays the difference, pro-rated semi-monthly, The City will deduct all applicable taxes.

Currently the City offers two health insurance plans through United Health Care as follows:

1. High Option OAP Standard Insurance Plan
2. Low Option OAPIN Lower tiered insurance plan with higher deductibles and co-payments.

Dental and Vision Insurance

The City pays 100% of the cost for employee coverage for dental DHMO plan and the vision plan and 50% of the cost for dependent coverage for dental DHMO plan and the vision plan. Dental and vision insurance are mandatory for employees.

The City offers a DHMO dental plan through United Health Care. A PPO Dental plan is available as an upgraded option. The City offers a PPO vision plan through EyeMed.
