This position works collaboratively with Tribal leadership, community members, Elders, youth, and partner organizations to identify substance use and behavioral health risk factors while strengthening protective factors through culturally grounded, trauma-informed, and evidence-based prevention strategies.\nThe Prevention Manager continually assesses community strengths, needs, and priorities through meaningful community engagement, relationship building, culturally responsive practices, and data-informed decision-making. This position ensures prevention efforts honor Tribal values, traditions, and community voice while integrating best practices and Tribal-based approaches to support the long-term health and well-being of Tribal members.\nThis position is responsible for the planning, administration, implementation, and evaluation of prevention programs and initiatives that empower individuals, families, and the community to reduce risk factors, strengthen protective factors, and foster resilience. The Prevention Manager provides oversight for all prevention grants, ensuring compliance with funding requirements, effective program implementation, fiscal accountability, and achievement of program goals and outcomes. The Prevention Manager also supervises prevention staff, develops collaborative partnerships, and supports capacity building to advance sustainable, community-driven prevention efforts.\nMAJOR DUTIES AND RESPONSIBILITIES\n1. Provide leadership, guidance, and supervision to Prevention Coordinators, Prevention Educators, and other prevention staff in the planning, coordination, implementation, and evaluation of comprehensive prevention initiatives. Ensure prevention strategies incorporate evidence-based, Tribal-based, and culturally responsive practices, including information dissemination, prevention education, environmental strategies, community engagement, early identification and referral, and other community-driven prevention approaches. \n2. Oversee the development and review of all prevention messaging and educational materials to ensure they align with prevention best practices, grant requirements, cultural values, and the organization's mission while maintaining fidelity to recognized prevention standards.\n3. Provide direct supervision, mentorship, and leadership to Prevention Coordinators, Prevention Educators, and other assigned prevention staff. Responsibilities include onboarding and on-the-job training; supporting professional growth and prevention certification requirements; assigning and monitoring workloads; ensuring compliance with organizational policies, procedures, and performance standards; fostering leadership development and cultural competency; conducting regular coaching and supervision; and completing probationary and annual performance evaluations. \n4. Promote a collaborative, culturally respectful, and trauma-informed work environment that supports employee success, accountability, and the delivery of high-quality prevention services.\n5. In collaboration with the Behavioral Health Director, oversee the administration of prevention grants, contracts, and associated budgets. Ensure compliance with all grant and contractual requirements, including fiscal accountability, implementation of approved work plans, achievement of program objectives, timely completion of deliverables, and submission of required reports. Monitor expenditures, track performance measures, and coordinate with internal and external partners to support the successful implementation and sustainability of prevention initiatives.\n6. Develop and maintain collaborative partnerships with school administrators, Tribal education programs, community leaders, behavioral health providers, and other key stakeholders to establish culturally responsive, trauma-informed processes for the early identification, referral, and support of youth. Promote coordinated systems of care that strengthen protective factors, improve access to appropriate services, and support the health, wellness, and resilience of Tribal youth and their families.\n7. Provide leadership in the development, enhancement, implementation, and evaluation of culturally grounded alternative activities that promote wellness, strengthen protective factors, increase awareness of behavioral health and substance use prevention, and foster positive youth and family engagement. Ensure activities are inclusive, accessible, trauma-informed, and responsive to the needs, values, traditions, and strengths of the Tribal community while supporting community resilience and healthy lifestyles.\n8. Ensure accurate, timely, and confidential electronic documentation is maintained for all prevention activities in accordance with Tribal policies, organizational procedures, and grant requirements. Oversee the collection, quality assurance, and reporting of program data, including participant demographics, unduplicated participant counts, age, gender, Tribal affiliation and activity participation, and other required performance measures. Ensure data integrity, compliance with reporting standards, and the timely submission of grant reports to funding agencies.\n9. Prepare and submit comprehensive monthly program reports that summarize quantitative and qualitative outcomes for all prevention initiatives. Analyze program performance, participant engagement, community impact, and progress toward grant objectives and organizational goals. Provide recommendations for continuous quality improvement, identify emerging community needs and trends, and ensure reports are completed accurately and submitted in accordance with Tribal, organizational, and funding agency requirements.\n10. Develop, strengthen, and maintain collaborative relationships with prevention programs across Oregon's Tribal communities, state and federal Tribal liaisons, public health and behavioral health agencies, educational institutions, and other community partners to advance coordinated prevention efforts. Represent the organization in local, regional, and statewide prevention initiatives, promote the sharing of resources and best practices, and foster partnerships that support culturally grounded, community-driven prevention strategies while honoring Tribal sovereignty and self-determination.\n11. Facilitate and document regular Prevention Team staff meetings to support effective communication, coordination, and accountability across prevention activities and initiatives. Ensure timely planning and coordination of community events, prevention programming, staff training and development needs, grant activities, and overall department operations. Promote a collaborative team environment that supports continuous improvement and alignment with Tribal community priorities.\n \n12. Serve as an active member of the YFGC Operations Team, contributing leadership, collaboration, and strategic input toward the continued development, growth, and effectiveness of the behavioral health program. Support integrated approaches that strengthen prevention, wellness, and behavioral health services while advancing the mission, values, and priorities of the Tribal organization. \n13. Like all employees of the Klamath Tribes, the incumbent will be called upon to accomplish other tasks that may not be directly related to this position, but are integral to the Klamath Tribes’ broader functions, including but not limited to, assisting during Tribal sponsored cultural, traditional, or community events that enable the successful operation of programs and practices of The Klamath Tribes as aligned with The Klamath Tribes’ Mission Statement. Some of these tasks may be scheduled outside of regular work hours, if necessary. \nserves as the acting supervisor for the Human Resources Generalist in the absence of the Human Resources Director. \nSUPERVISORY CONTROLS\nThe Prevention Manager works under the direction and supervision of the Behavioral Health Director and is responsible for the independent planning, coordination, implementation, and evaluation of prevention programs and initiatives. The Prevention Manager exercises sound judgment and discretion in interpreting policies, procedures, guidelines, and program requirements while determining appropriate methods and approaches to achieve department goals and community priorities.\nThe Prevention Manager independently manages assigned projects, develops implementation plans, resolves challenges using established practices and professional expertise, and ensures timely completion of program objectives, grant deliverables, and operational responsibilities. Work is performed with a high degree of autonomy and is reviewed by the Behavioral Health Director for quality, effectiveness, compliance with organizational policies, contractual requirements, and alignment with Tribal values and priorities.\nThe Prevention Manager provides direct supervision, leadership, and support to Prevention Coordinators, Prevention Educators, and assigned prevention staff. This includes delegation of responsibilities, staff development, performance guidance, and ensuring effective delivery of culturally grounded, trauma-informed, and evidence-informed prevention services. Additional assignments and priorities may be delegated by the Behavioral Health Director as needed to support the goals and continued growth of the behavioral health program.\nKNOWLEDGE, SKILLS, ABILITIES\nStrong Interpersonal and Cultural Competency Skills\n\n Demonstrated ability to develop and maintain respectful, collaborative, and effective working relationships with Tribal community members, colleagues, leadership, partner organizations, and community stakeholders.\n Ability to work effectively both independently and as part of a multidisciplinary team to support shared goals and community priorities.\n Ability to engage respectfully and effectively with Native American communities; knowledge and understanding of the Klamath Tribes’ culture, traditions, values, and community practices is preferred.\n Demonstrated understanding of cultural humility, cultural differences, and the importance of honoring diverse lived experiences, perspectives, and traditions.\n Ability to approach community members and individuals receiving services with compassion, empathy, respect, and an understanding of the complex needs that may impact health and wellness.\n Ability to maintain a non-judgmental, trauma-informed, and strengths-based approach when working with individuals, families, and communities.\n Ability to establish and sustain positive, cooperative working relationships with individuals and organizations contacted in the course of program development, prevention activities, and community engagement.\n\nStrong Organizational and Administrative Skills\n\n Demonstrated ability to establish priorities, manage multiple projects and responsibilities, allocate resources effectively, and meet program timelines, grant deliverables, and organizational deadlines.\n Ability to effectively manage schedules, maintain punctuality, and demonstrate reliability in attending meetings, community engagements, trainings, and other professional commitments.\n Ability to organize, maintain, and oversee accurate program documentation, records, data collection, and reporting processes in accordance with Tribal policies, grant requirements, and confidentiality standards.\n Ability to coordinate multiple prevention initiatives, track progress toward goals, and ensure timely completion of administrative responsibilities that support program effectiveness and accountability.\n Demonstrated ability to maintain attention to detail while balancing strategic planning, staff supervision, community engagement, and operational responsibilities.\n\nStrong communications skills\n· Ability to communicate clearly and concisely in an oral format\n· Ability to communicate clearly and concisely in a written format\n· The ability to operate computer hardware and software at a level needed to effectively perform job functions.
