Administrative And Managerial Position

The primary responsibility of this position is performing difficult, complex administrative and managerial work with primary responsibility for planning, organizing, staffing and directing the agency internal operations under the direction of and through delegation of the agency Director. Tasks typically include program supervision, responsibility for fiscal, human resources, strategic planning and intergovernmental relations functions.

Regular work schedule is 8:00-5:00 pm. Monday through Friday with additional hours as required to respond to the needs of the agency.

Essential Duties And Tasks

Provides day to day supervision of division directors, and fiscal, personnel and facility management and staff.

Works with the division directors, evaluates the various programs, keeps the agency director advised of the effectiveness of the current programs, initiates necessary changes required for the quality improvement of programs and assesses the need for new programs.

In conjunction with the agency director and division heads, plans and ensures institutional effectiveness regarding all administrative, operational issues and service delivery.

Works with the agency director to develop and implement agency policy and procedures.

Confers with the division directors for long- and short-range planning with the primary responsibility for those areas that cross program lines and oversee the implementation.

Has authority to act for the agency director in personnel and management team matters in the director's absence.

Is responsible for special projects/assignments assigned by the agency director including media relations, intergovernmental relations and community relations.

Has the responsibility of ensuring the security of the physical facility and safety of the staff and clients.

Has the responsibility of coordinating facility maintenance, long range maintenance planning and budget submission of facility needs to the business officer.

Is responsible for grants management and contract monitoring activities for the agency.

Implementation of technology-driven operational improvement initiatives, including enhancements to electronic health records, subscription-based digital platforms, and other informatics solutions that strengthen public health workflows, support data-driven decision making, and improve the quality and efficiency of service delivery.

Knowledges, Skills And Abilities

Thorough knowledge of principles, methods and techniques of efficient administration, including interpersonal communication, personnel administration, budgeting, accounting, planning, program evaluation and office management.

Thorough knowledge of public health administration.

General knowledge of social, medical, mental and economic factors of the community served.

Ability to plan, coordinate and direct a staff of technical, professional, clerical and medically related personnel.

Ability to interpret and apply laws and policies to specific problems relating to agency activities.

Ability to establish and maintain effective working relationships with agency personnel, county officials and the public.

Desirable Education And Experience

Required minimum qualifications: master's degree in public health administration, public health discipline, or public administration and two years of management experience in a health related agency, with a preference for one year of management experience in a public health agency; or graduation from an accredited four-year college or university with a public health administration or public health administration or public health field and four years of management experience in a health related agency, with a preference for two years of management experience in a public health agency.

Additional training/experience: experience working in substance use disorder (SUD) programs preferred, including prevention, treatment, recovery or harm-reduction initiatives. Familiarity with the administration and program development requirements associated with the North Carolina opioid and substance use settlement funds. Demonstrated ability to ensure compliance with rules, regulations and reporting standards governing the NC opioid settlement, including budget, monitoring, documentation and evaluation.

Retirement membership in the North Carolina local government employees retirement system is a requirement for all regular full-time and regular part-time employees. Employees contribute 6% of their annual compensation before it is taxed. If you leave county service before retirement, you may withdraw your retirement contributions or elect to freeze your contributions in anticipation of future local government employment. If you have 5 years of service, you are 100% vested in the NCLGERS.

Employees may elect to make voluntary contributions through payroll deduction.

457 deferred compensation The 457 deferred compensation program is available to regular full-time and regular part-time employees through payroll deduction. Deferred compensation is a voluntary investment plan to supplement retirement income and to defer taxable income.

Special separation allowance The separation allowance is available to law enforcement officers between the ages of 55 and 62 years that are eligible and retire under the provisions of the NC local government employees retirement system.

Leave programs:

Vacation leave For regular full-time county employees, vacation leave accrues based on length of service in the NC local government employees retirement system. Regular part-time employees accrue prorated vacation leave based on a percentage of the full-time benefit.

Sick leave For regular full-time county employees, sick leave accrues each pay-cycle. Regular part-time employees accrue prorated sick leave based on a percentage of the full-time benefit. Your unused sick leave balance can be applied as creditable service toward a service retirement under the guidelines of the NCLGERS.

Holidays The policy of the county is to follow the holiday schedule as published by the state of North Carolina each year. The following holidays are observed:

New year's day, Martin Luther King, Jr. day, good Friday, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day and the day after, and Three (3) days at Christmas.

Military leave Annual training - reserves and national guard -Ten paid workdays per fiscal year. Active duty - reserves and national guard - Ten paid workdays upon activation.

Civil leave Paid leave is provided to full-time or regular part-time county employees called for jury duty or as a witness of the court for the federal or state government, or a subdivision thereof.

Family medical leave act Federal law provides job protection and continuation of existing paid health insurance during 12 weeks of leave, paid or unpaid, to an eligible employee for qualifying events. These events can include birth or adoption, and serious illness of an immediate family member, or of the employee.

Employee assistance program (EAP) The employee assistance program is open to all employees and their dependents. It is a confidential service provided at no cost to the employees of the county. Wellness center and telemedicine We believe that staying healthy is inclusive of exercising regularly and taking care of your physical body. Nash County has a wellness center, which consists of various exercise equipment and videos, open to all full and part-time employees. All full-time employees also have access to telemedicine through Teladoc. Teladoc treats conditions like allergies, sore throats, asthma, and more. Doctors are available by phone or video 24/7 from wherever you are. They are available to diagnose symptoms and send a prescription if needed.
