Elections Technician II - Outreach Team

Overview The County of Riverside’s Registrar of Voters (ROV) Department is seeking to fill an Elections Technician II – Services position with the Outreach Team in Riverside, CA. The position may require travel throughout Riverside County as needed. As an Elections Technician II you will assist with community engagement, including planning and executing outreach campaigns and events, educating the public about the voting process, civic engagement, and related topics, and analyzing voter data and feedback to improve outreach strategies and voter services. Hours & Travel The role requires full‑time office presence leading up to and during elections due to the high workload. The position also involves working weekends and holidays, including mandatory overtime during election and post‑election periods. Travel within the county is necessary. Outside election season, employees may choose from a 4/10, 9/80, or 5/40 workweek schedule, with the option of a hybrid schedule requiring Wednesdays in office. Flexibility for overtime, weekends, and holidays is required. Responsibilities Receive and assist walk‑in public and answer routine elections questions. Provide information and issue appropriate elections and/or voter registration cards and forms. Answer telephones and respond to routine inquiries; refer callers to appropriate supervisor or informational source for more detailed information. Enter data for various elections materials, including voter affidavits, campaign disclosures, and petitions, into appropriate computerized records. Sell registration and election data and document copies to the public in accordance with established laws and procedures. Perform computerized and/or manual scanning of voter affidavits or records for signature imaging and future visual verification/comparisons. Store, inventory, and/or retrieve election materials for office and management staff, the voting public, and candidates, nominees, or government officials. Verify and authenticate changes and cancellations to voter records, including name, address, party affiliation, and other data; verify voter affidavit information. Conduct purges of absentee voter lists; enter candidate financial data from documentation into computerized records via software packages. Assist, direct, and instruct the public regarding polls/precinct locations and the more difficult or unique elections processes and legal procedures required by municipal, special district, State, and/or Federal mandates. Perform public counter work providing appropriate documents and information for voter registrations, candidate services, and other required election functions. Perform the full range of tasks in the absentee (mail) voting process, including technical procedures required for mailing, verification, and receipt of ballots. Review and determine acceptability of provisional ballots in the absence of a supervisor. Provide guidance and supervision to temporary staff in resolving technical problems, including interpretations of Elections Code requirements concerning voter status and voting materials. Provide bulk mailings of voter registration forms to organizations, political candidate offices, and maintain appropriate tracking accounts. Train and deputize voters as Deputy Registrars; issue and account for registration books. Qualifications Experience One year experience as an Elections Technician I in Riverside County. OR Two years full‑time experience with a municipal, county, or state election office. OR Three years clerical experience that included data entry and/or computerized systems and two years of communicating or explaining information or procedures to the public. Substitution Completion of either 9 semester or 18 quarter units from a recognized college or 250 hours of training from a recognized occupational program in secretarial sciences, office practices, business education, or a closely related field. OR Completion of 360 hours of training from a recognized occupational training program in secretarial sciences, business education, or a closely related field. Knowledge of Modern office practices and procedures. Operation of standard office equipment, including word processing and computerized data systems. Current English usage (grammar, spelling, and punctuation). Filing, indexing, and cross‑referencing methods. Proper telephone techniques. Procedures for disseminating election information to the public, candidates, and government officials. Basic California State and federal elections procedures. General function of the elections work unit to which assigned. Procedures for disseminating election information to the public, candidates, and government officials. Elections deadlines and criticalities. General ballot requirements and ballot tabulating methods. Basic arithmetic. Ability to Perform general clerical work. Understand and follow written and oral instructions. Perform data entry and other computerized or information processing tasks. Learn office operations, including ongoing working and procedural changes. Alphabetize and file documents according to system directions. Obtain, record, and relay information from the public and community officials efficiently and courteously. Speak English at a professional level. Learn to perform diverse clerical and technical election operations tasks. Operate a variety of computer‑based output and electronic imaging equipment. Read and understand applicable election codes and instructions. Make decisions in standard elections procedural matters without immediate supervision. Prepare and maintain accurate records and reports. Perform arithmetical calculations rapidly and accurately. Establish and maintain effective and cooperative working relationships. Communicate in English with the voting public, candidates, elected officials, and government officials. Required Candidates must have election‑cycle experience to qualify for this position. Other Requirements License/Certificate: Possession of a valid California Driver’s License is required as the candidate will be traveling to other facilities.
