This position allows for partial telework with management approval. Currently, this position is not eligible for visa sponsorship or STEM OPT extensions. Core Responsibilities: This Senior Financial Analyst position provides budgetary oversight as well as monitoring and projections of the Department’s expenditures, with a particular focus on the MaineCare program. As a Senior Financial Analyst, you will: Analyze MaineCare financial data to forecast expenditures, revenue collections, and emerging fiscal trends. Propose and draft necessary budget initiatives to ensure adequate funding for the MaineCare program in response to federal and state policy changes, such as adjustments to the Federal Medical Assistance Percentage (FMAP) rate. Provide strategic financial analysis and recommendations to support budget development, financial planning, and policy decisions. Assist in developing legislative initiatives and drafting statutory changes related to financial and budgetary policy. Collaborate with teams from across state government to improve financial outcomes and operational efficiency. Communicate complex financial information and analyses to technical and non-technical audiences, including executive leadership, through written reports and presentations. Validate, reconcile, and maintain the integrity of financial data within and extracted from departmental data systems to support accurate reporting and decision-making. Manage multiple high-priority projects simultaneously, establish priorities, and consistently meet deadlines in a fast-paced environment. Minimum Qualifications: To qualify, you must have an eight (8) year combination of education and/or experience which includes a Bachelors Degree in Business Administration, Statistics, Mathematics or a closely related field -AND- four (4) years of responsible experience in accounting, cost, budget and/or financial analysis. Directly related professional experience may be substituted for education on a year-for-year basis. Prior experience in analyzing Medicaid financial or program data is preferred. The background of well-qualified candidates will demonstrate the following competencies: Experience developing financial forecasts, budget recommendations, or fiscal impact analyses to support executive decision-making. Proven ability to analyze and interpret complex fiscal information, assess the implications on Department programs and operations, and provide strategic recommendations to senior leadership. Knowledge of effective financial management practices evidenced through formal education and/or practical experience at the professional level. Advanced proficiency in spreadsheet and data analysis tools, including pivot tables, advanced formulas, macros/VBA, database query and reporting methods, and statistical analysis techniques. Demonstrated ability to research and interpret budget documents, statutes, regulations, and Medicaid policy to provide strategic financial guidance and recommendations to executive leadership. The Financial Management team works collaboratively with offices across DHHS and other State agencies to formulate budget documents, track and forecast expenditures, and advise Department leadership on areas of financial policy and management.
