Description

The Kentucky Department for Community Based Services (DCBS) is a multi-faceted agency that provides servicesandprograms to enhance the self-sufficiency of families; improve safety and permanency for children andvulnerable adults; and engage families and community partners in a collaborative decision-making process.

DCBS seeks a Human Resource Specialist that is driven, positive, and a professional individual. The positionwill provide professional technical assistance in the areas of human resources to include recruitment,classification, compensation, onboarding, performance appraisal, payroll, and employee benefits.

Responsibilities include, but are not limited to, the following:

• Monitors recruitment and retention data.
• Interprets personnel policies and regulations.
• Provides technical assistance with employee evaluation processes.
• Prepares and processes personnel actions and conducts Courtnet checks.
• Completes employee onboarding processes.
• Provides technical assistance with employee benefits and enrollment processes.
• Assists with coordinating fingerprint background checks for new hires.
• Monitors training compliance.
• Other duties as assigned.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: One year of professional experience in personnel administration, business administration or management.

Substitute EDUCATION for EXPERIENCE: NONE

Substitute EXPERIENCE for EDUCATION: Administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis. Current or prior military experience will substitute for the required college on a year for year basis.

Working Conditions

Incumbents working in this job title perform duties in an office setting. Minimal travel may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
