ROLES/RESPONSIBILITIES - SAFETY MANAGER with emphasis on startup, C&Q safety knowledge/experience

The role of Safety Manager is to manage the safety program to promote a “Zero Harm” environment at their site on their projects.

Primary Responsibilities will include, but not limited to, the following:

• Implement and administer the GES Safety Program at each project site in the region. Work with the CM, GES project team members, and mentor them on safety requirements

• Coordinate site safety activities with GES project managers at each site

• Lead JSA/SPA program on each of the projects at the site, & review permitting processes on projects

• Liaison to the GSE, GSE Client Health, Safety and Environment Department at each site where the projects are underway

• Monitor that environmental/material handling activities are following GES standards at the site

• Formulation & administration of Zero Harm Safety Program. (SOR, Near Miss, First Aid Reporting) at the site

• Monitor and participate in weekly Site Safety meetings for each project

• Preparation of Safety Man-Hour, SOR, and other monthly reporting information, and be sure it is placed into Trackwise

• In charge of project accident report system. Be sure accidents are reported within 24 hours or sooner

• Accident investigation on projects. Removal of Fear Factor is a key factor

• Organize and support safety training and assistance at the site level

• Ensure full compliance with applicable region HSE regulations

• Develop and maintain incentive programs for each project

• Weekly documented job site safety inspections

• Review injury/incident reports for completeness

• Ensure subcontract compliance with applicable safety regulations

• Monitor that safety reviews are being done at pre-bid and pre-award meetings

• Implement a Project Safety Culture measurement tool for the site, which includes Systems, Leadership, and Culture measurements, and integrate this with the Region Manager

• Review Logistics plans for each project for completeness and safety

• Be a mentor for all project team members on safety. Work with the contractor management and supervisors to raise their safety awareness and hazard recognition.

• Participate and collaborate in developing Project Execution plans and SHE plans for new projects. Be involved in CM and Contractor selection for new projects

• Lead the mentorship program and conduct periodic meetings

• Coordinate/lead the training effort for OSHA 10/30

• Participate and maintain positive and effective Union Leadership relations

• Support OSHA 10/30 training for the region and refresher programs

• Participate in periodic Tier meetings

• Support Safety Leading/Lagging indicators in the region

• Participate and deliver communications such as Regional Newsletters, Guest Speakers, Safety Bulletins, and Safe by Choice media

• Identify trends in performance and make necessary adjustment to align with Merck expectations

• Manage rule breaking effectively

• Ensure contractors adhere to Merck and OSHA standards through site procedures

• Support and participate in onboarding processes including site orientation, training, pre/post bid alignment and safety culture

• Oversee high-risk work and cut sheet programs

• Oversee weekly GES Safety Checklists and coordinate project safety walks and CAPA

• Oversee and participate in Management of Change for safeties sake

• Site Visits- Craft/field
