Position Summary

The Evaluation Coordinator - Continuous Improvement works under the general direction of the Administrator (Data) to support data analysis, process improvement, and quality assurance initiatives within Juvenile Court. This role specializes in analyzing court-related data, including case outcomes and recidivism rates, and collaborates with other departments to align research insights with judicial needs. Additionally, the position supports data requests, urgent investigations, and ad hoc quality assurance tasks.

Grade: 55

Salary Commensurate with Experience and Education

Minimum Qualifications

• Five (5) years of experience in quality improvement, evaluation and assurance, with experience in justice system data analysis; AND
• Bachelor's degree in sociology or psychology, criminal justice or judicial studies, public administration, data science or statistics or a related field; OR
• Master's degree from an accredited college or university in computation social sciences, criminology, public health, social work administration or a related field; OR
• Two years of experience in technical, statistical and/or research work preferred.
• An equivalent combination of related education and/or experience.

Duties and Responsibilities

• Establishes, designs and implements quality improvement program within Juvenile Court based on best practices and national standards for youth justice and child welfare.
• Evaluates performance using metrics pertaining to principles, methodologies and guidelines and makes recommendations for needed improvement; and analyzes, updates, and modifies procedures and processes to continually improve quality and outcome of services provided.
• Responds to data requests and urgent investigations in collaboration with the Administrator
• Serves as a resource for developing and providing guidance and leadership regarding quality improvement activities.
• Coordinates and develops quality improvement initiatives within select juvenile justice and child welfare patterns and practices including, but not limited to, time to disposition, recidivism, and reunification rates.
• Assists in developing tools, processes, and training for quality improvement activities; and coordinates and conducts quality assurance review activities, including case reviews and data dives; and provides regular updates/reports to mid-level and senior leadership.
• Provides data management to compile and analyze data for quality improvement initiatives. Collects and summarizes performance data and identifies opportunities for improvement.
• Evaluates impact of quality improvement initiatives and activities.
• Participates on organizational committees and work groups.
• Performs other related duties as required or directed.

Knowledge, Skills and Abilities

• Knowledge of continuous improvement methodologies (e.g., Lean, Six Sigma) and ability to implement process improvement initiatives.
• Knowledge of best practices for juvenile court databases and general knowledge of the metrics and outcomes-tracking landscape for juvenile justice is preferred.
• Ability to convene, facilitate and educate diverse groups.
• Ability to manage, manipulate, and visualize large data sets using statistical packages such as SAS, SPSS, R, Tableau or Microsoft Access, and Microsoft Excel and Power BI preferred.
• Ability to solve problems internally to motivate, detail-oriented, and able to multi-task.
• Ability to work independently and in a group to accomplish tasks with excellent organizational and interpersonal skills.
• Excellent oral and written communication skills.
