Crisis Mental Health Specialist

Mental Health Specialist QMHP, Not Licensed: $7,500.00 Mental Health Specialist LPC/LMFT/ LCSWLicensed: $10,000.00 Working Title Crisis Mental Health Specialist Program Crisis- Mobile Reporting Report to: Clinical Services Manager Pay Range Mental Health Specialist I $5,569.21– $6,769.41 per/month Mental Health Specialist II $5,903.37– $7,175.58 per/month Mental Health Specialist III $6,257.57– $7,606.11 per/month Location & Hours Location: On-site, The Dalles, Oregon (Subject to work in Hood River, Wasco, and Sherman Counties) Hours/FTE: 1.0 FTE (37.5 hours/week) Schedule: Monday-Friday 8:30am-5:00pm, rotating on-call shifts to cover 24‑hour crisis support services. FSLA Status: Exempt About the Role The Crisis Mental Health Specialist I, II, or III employs strong clinical skills to provide services in a community mental health setting across the tri‑county area. Responsibilities include delivering culturally competent, trauma‑informed crisis and behavioral health treatment to individuals, couples, families, and groups, coordinating with community agencies, and participating in case planning with multidisciplinary teams. Qualifications Master's degree in a Mental Health and Addiction Certification Board of Oregon (MHACBO) qualifying field, or current variance approval through the Oregon Health Authority (OHA) to provide mental health services as a Qualified Mental Health Practitioner (QMHP). Two years of relevant experience providing counseling, case management, or care coordination of clients with Severe and Persistent Mental Illness (SPMI). Mobile Crisis Response experience preferred. Experience with co‑occurring disorders preferred. Bilingual fluency in English/Spanish preferred. Certification as an alcohol and drug counselor (CADC I or CADC II) preferred. Must obtain and maintain certification from the Department of Human Services as a Mental Health Investigator and Examiner. Valid Oregon or Washington Driver's License with acceptable driving record; insurable for client service needs. Must pass all criminal history check requirements per ORS 181.536–181.537 and OAR 407-007-0220 to 407-007-0370. Level‑Specific Requirements Level I - must be certified as a QMHP or register as QMHP-R within 14 days of hire, or hold an equivalent certification meeting OAR 309-019-0125 (PCA, CSWA, MFTA). Level II - professional licensure in Oregon as an LCSW, LMFT, or LPC. Level III - meet Level II licensure and have licensing board approval to supervise licensure candidates. What You’ll Do Provide psychotherapy, counseling, and case management for individuals, couples, families, and groups. Conduct interviews, assess presenting issues, and develop service plans. Implement behavior modification programs, monitor medication effects, and provide substance abuse disorder assessment when applicable. Maintain current client records in the agency clinical software system, ensuring timely and accurate documentation. Serve as investigator and examiner in involuntary commitment procedures. Assist with screening, referral, and crisis services; provide after‑hours emergency services on a rotating 24‑hour basis. Collaborate in joint case planning with multidisciplinary teams, external community agencies, and hospitals. Participate in all team and agency meetings as scheduled. Use agency vehicles to deliver community‑based services and transport clients, ensuring their safety and dignity. Perform all essential responsibilities in English. Maintain reliable attendance, professional communication, and confidentiality. Position‑Specific Essential Responsibilities Respond to emergency service requests and provide crisis counseling, risk assessment, and safety planning. Provide face‑to‑face responses in hospitals, partner offices, and community locations, accessing sites with challenging terrain and adverse weather when necessary. Initiate Director’s Custody/Director’s Hold for imminent risk or grave disability. Provide short‑term, community‑based behavioral health stabilization services post‑crisis. Conduct civil commitment investigations and attend hearings as needed. Maintain compliance with OAR 309-072-0120 by completing required Mobile Crisis trainings. Screen and refer telephone or walk‑in contacts to appropriate services, providing out‑of‑bounds referrals when needed. Develop crisis resource materials and maintain knowledge of community resources. Train staff on crisis counseling, community hospital issues, and agency policies. Provide behavioral health education and foster partnerships with community stakeholders. Meet the physical demands of the role, including mobility, exertion, and exposure to adverse environmental conditions.
