Investigative Analyst - Non-Merit

Regular Schedule 34 hours per week. Job Overview The Office of the Inspector General (OIG) conducts investigations into fraud, waste, misconduct, and other improprieties concerning County employees, contractors, and resources. The OIG analyzes data, creates reports, dashboards, and visualizations, and makes recommendations to promote efficiency, accountability, and integrity in County Government. Essential Duties Assist in the preparation and analysis of OIG cases. Lead, coordinate, and conduct analytical studies. Research, analyze, and report on a variety of materials. Perform statistical analysis of data. Research, write, and present comprehensive reports and memorandums. Lead special programs and projects supporting OIG cases and investigations. Develop and maintain databases and logs. Access databases to retrieve, review, update, track, and revise investigative records. Perform queries and develop routine reports from various data sources. Assemble data for inclusion in narrative and statistical reports. Create and update spreadsheets. Perform geo‑spatial analysis on datasets. Utilize Microsoft Excel, Power BI, and other analytical software to analyze and summarize large data sets. Create visualizations summarizing information for internal and external customers. Qualifications Bachelor’s Degree in Business, Public Administration, or related field from an accredited institution. Two to four years of experience providing professional, analytical, or budgetary support for an administrative, technical, or operational function. Equivalent combination of education and experience. Additional experience in the analysis and evaluation of budgets, systems, policies, procedures, organizations, and programs may be substituted, up to a maximum of four years, for the required education. Education beyond a bachelor’s degree in business administration, public administration, or a related field may be substituted, on a year-for-year basis, for the required experience. Knowledge, Skills, and Abilities (Full Performance) Investigative ability and intellectual curiosity. Capacity to collaborate across different groups and analyze multiple sources of information. Strong interpersonal skills. Ability to translate business needs into appropriate reports, dashboards, and visualizations. Ability to explain complex, technical subject matter to a non‑technical audience. Self‑starter with flexibility to work independently and as part of a team. Proficient in data analysis techniques and basic statistical concepts. Proficient in Microsoft Power BI, SSRS, and GIS mapping/analytical tools. Proficient in database design, database systems, and SQL. Strong communication skills (verbal and written). Ability to manage multiple priorities and adjust quickly to changing requirements and priorities. Fluency in Microsoft Office Suite, particularly Excel. Familiarity with statistical software packages (e.g., R, STATA, SPSS) is a plus.
