Job Summary: The Case Manager ensures stability of individuals within the program properties, is familiar with resources for clients such as alcohol, drug, and mental health treatment, and supports clients in improving recovery, retaining housing, and achieving self‑sufficiency. They must understand dual relationships, professional boundaries, and appropriate behavior. Schedule Tuesday – Saturday, 10:00 a.m. – 6:30 p.m. (Sunday & Monday Off) Location Starlight (355 NW 6th Ave., Portland, OR 97209) Compensation $23.30 – $30.91 per hour (final compensation to be determined based on experience, education, credentials/licensure, and internal equity; offer maximum $27.03 per hour for external candidates per Union contract) Union Representation AFSCME Union represented. Recall rights may apply to employees previously laid off from a CCC union‑represented position. Seniority Bid Window Opens: 6/29/2026; Closes: 7/08/2026. Minimum Qualifications High School Diploma or GED and six months of experience working with the homeless population, behavioral health environment, human services, or related environment; OR six months in a high‑volume customer service role. Must pass a pre‑employment drug screen and background check. Must be required to carry an agency cell phone for work use. Cell phones will be provided by Central City Concern. Must adhere to agency's non‑discrimination policies. Must generally have the ability to walk, bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects, and climb stairs with reasonable or no accommodation. Must adhere to Central City Concern's drug‑free workplace policies and comply with the Drug‑Free Workplace Act of 1988. Ability to effectively interact with co‑workers and clients from diverse ethnic, religious, cultural, lifestyle, and sexual orientation backgrounds with respect and dignity. Preferred Qualifications Valid driver’s license preferred; if required to drive, must pass a DMV background check and be designated an "acceptable" driver per the Fleet Safety Policy, complete initial driver training within 60 days, and receive continued recertification training. Understanding of recovery terminology and the ability to apply the concepts highly preferred. Bi‑lingual, Spanishspeaking preferred. Essential Duties and Responsibilities Work closely with the Supportive Housing and Health Services team to ensure a safe and healthy recovering environment. Build appreciation for diversity among residents and support their connection to culturally responsive and specific services as requested. Process resident/client intakes and discharges, completing associated forms. Maintain resident/client files, including progress notes and other records. Meet bi‑weekly with clients and other referral sources as needed. Refer clients to Employment Access Center and other CCC and outside agencies as appropriate. Identify community and individual issues that could change a resident/client’s status and work to achieve appropriate resolution. Connect residents/clients to self‑sufficiency and community‑based resources. Network with various community providers. Attend relevant community professional meetings and assist in completing required reports for the Housing Department, Supportive Housing Department, Health Services, and/or Administration Department promptly. Enter data into the Homeless Management Information System. Monitor office and answer telephone as necessary. Participate in compliance, quality assurance, and quality improvement activities as directed. Adhere to all state and federal privacy and security regulations applicable to the program and to CCC policies and agreements regarding confidentiality, privacy, and security. Report any breach of protected health information promptly to the Compliance Department or supervisor. Perform other duties as assigned. Skills and Abilities Consider impacts and outcomes for underserved communities during decision‑making. Consider impacts of systems of oppression, structural racism, and individual bias on client outcomes. Knowledge of chemical dependency as a disease, treatment, and intervention methods. Understand mental health assessment, treatment, and service terminology and apply concepts. Identify resident issues and support them through information sharing and education about building rules and policies. Follow up regularly with residents to ensure needs are met. Interview applicants prior to move‑in to complete basic needs assessment and ensure building criteria are met. Refer to employment opportunities, benefits, and entitlements, medical and mental health resources as needed or desired. Respond to and investigate resident reports related to building, community, CCC processes, and employee issues. Create and execute internal community programs in partnership with the services team. Work as a team member and establish priorities. Display a non‑judgmental attitude and a willingness to learn new skills. Work independently without supervision. Know community, social agencies, and self‑help groups. Have sufficient manual dexterity and physical ability to perform assigned tasks. Communicate clearly and concisely, both verbally and in writing. Manage time and meet deadlines. Understand and follow verbal and written instructions. Work courteously with the public, tenants, and co‑workers. Maintain accurate records and necessary paperwork. Access and enter data into a web‑based data system. Learn and apply training instruction. Know de‑escalation methods or be open to training in them. Communicate effectively with clients, co‑workers, corrections personnel, police, merchants, the public at large, and supervisors. Provide leadership and advocacy as appropriate. Maintain professional boundaries. Establish and maintain cooperative relationships with those contacted during work.
