HR Business Partner

Position Description BASIC FUNCTION: Under the direction of the Fire Chief, organize and direct the activities and operations of the Fire Department including fire suppression, fire prevention and emergency medical aid in response to fire alarms, medical calls and other emergency situations; oversee and participate in the maintenance of firefighting equipment to assure proper working condition; train and evaluate the performance of assigned personnel. Essential Duties Organize response to fire alarms, medical calls and other emergency situations; take command of scene as appropriate; determine proper tactics for fire suppression assuring safety of fire personnel and civilians. Coordinate and participate in fire suppression and rescue activities; operate pumps, aerial ladders and other auxiliary fire apparatus; enter burning buildings to rescue inhabitants and access fires for suppression. Train and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions. Organize and conduct training and continuing education in fire suppression, emergency medical aid, hazardous materials, use of equipment, special assignments and other matters; develop lesson plans; direct physical fitness activities to assure physical readiness to participate in emergency operations. Participate in the development and implementation of departmental policies and procedures; conduct pre-incident surveys and prepare emergency response plans for various occupancies; coordinate pre-fire planning activities including scheduling and assignment of activities. Oversee and perform general maintenance on firefighting equipment, apparatus, buildings and grounds; check City fire hydrants to assure proper operation; maintain vehicles in proper working condition. Oversee and participate in engine and pumper hook-up at scene of fire; lay connector hose; hold nozzle and direct water stream to combat fire; raise and climb ladders; use chemical extinguishers, bars, hooks, ropes and other equipment to suppress and extinguish fires. Oversee salvage, overhaul and maintenance operations following fire suppression; investigate fires for cause and origin; test, adjust and perform minor repairs on apparatus, fire hydrants and other equipment to assure proper operation and readiness for future alarms. Coordinate response to medical emergencies; administer emergency medical aid and CPR as needed; assess patient condition and initiate treatment; establish airways, administer oxygen and operate resuscitators as necessary; assist paramedics with advanced life support functions including defibrillation. Operate a variety of specialized equipment including hand and power tools, chain saws, rescue tools, medical equipment and generators; drive Fire Department vehicles as needed in emergency situations; operate a computer and assigned software. Supervise and perform fire prevention inspections of commercial and residential buildings; check for fire hazards; facilitate fire prevention through organizing and conducting educational activities, demonstrations and enforcement of regulations; coordinate weed abatement activities. Communicate with City personnel, outside agencies and members of the community to exchange information, coordinate activities and resolve issues or concerns. Prepare and maintain a variety of records and reports related to equipment, personnel, training activities, pre-inspections, injuries, incidents, equipment maintenance, building inspections and assigned activities. Order, receive and maintain inventory of Fire Department supplies and equipment; prepare and submit purchase requisitions for approval. Remain on-call while off duty for major emergency situations as directed. Perform related duties as assigned. Typical Qualifications Knowledge Of Principles, practices and procedures of fire prevention, fire suppression and emergency medical services. Applicable laws, codes, regulations, policies and procedures. Fire prevention and emergency rescue laws, ordinances and codes. Principles and practices of supervision and training. Building construction, hazards, risks and profile of the City relating to emergency rescue activities. Technical operation, use and maintenance of specialized fire apparatus and equipment. City street system, location of hydrants and emergency treatment facilities. CPR and emergency medical practices and procedures. Principles, practices and technical aspects of fire science, hydraulics and water flow capacity. Firefighting procedures such as hose and ladder practices, forcible entry, ventilation, vehicle extrication, salvage and overhaul procedures. Proper tool and equipment usage and maintenance of firefighter equipment. Record-keeping and report writing techniques. Oral and written communication skills. Operation of a computer and assigned software. Interpersonal skills using tact, patience and courtesy. Determine proper tactics for fire suppression assuring safety of fire personnel and civilians. Identify fire hazards and causes. Coordinate and conduct fire prevention inspections of commercial and residential buildings. Oversee and perform emergency medical procedures as necessary. Analyze situation accurately and adopt an effective course of action. Set up and operate pumps, hoses and related hydraulic equipment at fire scenes. Interpret, apply and explain codes, rules, regulations, policies and procedures. Plan and organize work. Prepare and maintain records and reports. Communicate effectively both orally and in writing. Establish and maintain cooperative and effective working relationships with others. Operate a computer and assigned software. Perform prolonged and strenuous work in adverse conditions. Perform heavy physical labor and climb stairs and ladders. Search for victims in hazardous environments. Report to work every scheduled workday. Education And Experience Any combination equivalent to: graduation from high school supplemented by two years of college-level coursework in fire science or related field and three years municipal fire experience. Licenses And Other Requirements Valid California Class B driver's license. Valid Emergency Medical Technician I Certification. Valid PC 832 Certificate. California certified Fire Officer preferred.
