Provide a safe and secure environment through building and establishing meaningful relationships with students and staff and proactively interacting with the school community to ensure the enforcement of city and state laws, preservation of public order, protection of life and the prevention, detection, or investigation of crime. Works independently. Qualifications: Education/Certification: High school diploma or GED Texas Peace Officer License issued by Texas Commission on Law Enforcement (TCOLE) Clear and valid Texas driver’s license School Resource Officer Certification (#4064) preferred Active Shooter Certification (#2195) preferred Special Knowledge/Skills: Knowledge of Texas Criminal Code, Education Code and Traffic Code, Wichita Falls City and Wichita County Ordinances, Criminal Procedures, Juvenile Law and court proceedings General knowledge of criminal investigation, interview techniques, police report writing, and criminal laws Training and ability to subdue offenders, including use of firearms, tasers, and handcuffs Bonded as required by Texas Education Code §37.081(h) Ability to pass required physical, psychiatric, and drug tests Ability to work well with youth and adults Use of sound judgement Experience: Background in law enforcement or related work experience A minimum of 1 – 5 years of work experience in law enforcement in a traditional law enforcement agency or school environment required. Major Responsibilities and Duties: Public Relations Create professional relationships with students and staff. Officer’s uniforms shall be professional in appearance. Uniform shall be clean. Shirt must be tucked in and a district badge shall be visible at all times. Act as a resource person in the area of law enforcement education. Counsel with parents and staff as necessary. Use common sense approach to enforcement and conduct self in a professional manner. Law Enforcement Patrol assigned campus(es) and routes walking or driving within district jurisdiction. Provide law enforcement resources when necessary to maintain the peace on District property and campuses and at District-sponsored events. May restrict any person from entering on to District property. Respond to all calls from campuses concerning crisis situations, accidents, and reports of crime. Investigate criminal offenses occurring within district’s jurisdiction. Collect and preserve evidence for criminal investigations of violations of law on District property or at District-sponsored events including witness statements and physical evidence. Notify the District’s Chief of Police of every criminal investigation. Take enforcement action on criminal offenses when appropriate and in accordance with laws, policies, and procedures. Arrest perpetrators, file appropriate charges, and ensure placement in jail or juvenile detention centers for law violations as necessary. Write effective legal incident reports. Testify in court as needed. Work cooperatively with other police agencies to share information and provide other assistance. Safety Officers are required to carry and monitor district issued radio for communication with campus administrators. Help provide traffic control at athletic events, school closings or openings, or at any other time. Provide protection to or escort district personnel as needed. Operate all equipment including firearms according to established safety procedures. Use sound judgment and effectively communicate with and elicit information from emotionally distraught students, staff, parents, and citizens. Transport students in custody to appropriate facility in district-owned vehicle. Follow district safety protocols and emergency procedures. Must have understanding of WFISD Emergency Operations Plan and emergency procedures for Lockdown, Secure (Lockout), Shelter, Evacuate and Hold, and be able to train others with SRP’s. Must be involved in all drills. Remain vigilant at all times for suspicious activity or unauthorized persons by monitoring hallways, restrooms, etc. Check perimeter of building, cafeteria, and parking lot for safety and security concerns. Check all exterior doors for safety and security concerns. Must stay updated on current trends in illicit drugs and gang identifications. Administration Meet daily with the campus administrator who has been designated as being charge of building security to discuss events scheduled for the day, special requests, and operations. Compile, maintain, and file all physical and computerized reports, records, and documents required, including affidavits for arrest, incident reports, and activity reports. Officers are required to complete a daily activity log and complete all incidents on district owned report writing database and refer students to teen court and juvenile detention as needed. Must be a team member on the campus threat assessment team (where assigned) Other Use of cell phones/texting or use of other electronic devices should be limited only to business use or family emergency. At no time should use of phones be a distraction from required duties. Officers are entitled to a 30 minute lunch break during their shift and that break must be taken on campus. Officers are subject to recall during lunch breaks and such breaks shall not be taken during peak times of school activity or student lunches. Maintain confidentiality of student information in compliance with the Family Education Rights and Privacy Act (“FERPA”) and Health Insurance Portability and Accountability Act (HIPAA). Follow and conform to all policies and procedures of the District. With specific knowledge of (CKE (Legal), CKE (LOCAL), CKEA (LEGAL) and DBE (LEGAL) The parties to this Agreement shall abide by all rules, regulations and procedures as outlined in the Civil Rights Act. Regular Attendance Carry out all other duties as directed by Chief of Police and/or Superintendent. Supervisory Responsibilities: None Mental Demands/Physical Demands/Environmental Factors: Tools/Equipment Used: Required proficiency in Microsoft Office, Microsoft Access, Gmail, Google Meets, camera surveillance (Verkada) and other office equipment such as incident reporting software, scanners, firearms, handcuffs, taser, alarm system, fire extinguisher, security equipment, personal computer and copier. District vehicle, firearms, handcuffs, security equipment, two-way radio, alarm system and other security equipment, fire extinguisher, Working Conditions: Ability to operate a motor vehicle, walk, run, climb, crawl or sit for extended periods of time. Work in inclement weather. Duty hours may include evenings, weekends and athletic events as assigned by the Chief to provide maximum security coverage. Extended periods of time patrolling and investigating crimes on District property, both in automobiles and on foot. May be required to physically restrain parties involved in a conflict. May be exposed to violent and/or armed confrontations. May involve routine exposure to blood or body fluids. Must be able to make sound decisions and work with minimum supervision. Prolonged sitting and standing Strenuous walking and climbing; frequent keyboarding/mouse, prolonged driving. Moderate lifting and carrying (15–44 pounds) Work inside and outside (moderate exposure to sun, heat, cold, and inclement weather), moderate exposure to noise, frequent districtwide travel. Specific hearing and visual requirements; may be subject to adverse and hazardous working conditions including violent and armed confrontations; ability to control sudden violent or extreme physical acts of others and exhibit rapid mental and muscular coordination simultaneously Maintain emotional control under stress; prolonged hours; on call 24 hours a day.
