Contract Administrator IV - IT Purchasing Specialist

Position We are seeking a highly experienced Contract Administrator IV - IT Purchasing Specialist to support complex IT procurement operations. Reporting to the Director of Contracts, this role will lead planning, strategy, and administration for diverse IT purchasing activities within a fast-paced program environment. This is a fully onsite role requiring strong collaboration with stakeholders and expertise in managing multiple concurrent procurement processes. Responsibilities Plan and manage a wide range of IT purchasing needs across programs Provide strategic recommendations for IT procurement solutions and best practices Ensure full compliance with applicable legal requirements, policies, and procedures Administer end-to-end procurement processes, including solicitation preparation, evaluation, and contract execution Support project teams in quote solicitation, contract compliance reviews, approvals, and purchase order issuance Monitor and report on the status of contracts, solicitations, and purchase orders Coordinate with external organizations, cooperative purchasing entities, and public agencies to optimize procurement strategies Utilize ERP systems (SAP), project management tools, and internal databases for procurement tracking and reporting Manage multiple procurement activities simultaneously while maintaining accuracy and timeliness Collaborate effectively with cross-functional stakeholders and leadership Perform additional duties as assigned by the Director of Contracts Minimum Qualifications Minimum 10 years of relevant experience in IT procurement or contract administration Bachelor’s degree (or 4 additional years of experience in lieu of degree) Strong understanding of software licensing models (SaaS, subscription, perpetual) and IT hardware procurement Proven experience negotiating pricing and contract terms for IT goods and services Proficiency in Microsoft Excel, Word, Access, SAP, and Adobe Acrobat Strong organizational skills with the ability to prioritize and manage competing demands Excellent written and verbal communication skills High level of integrity, reliability, and professionalism Ability to thrive in a fast-paced work environment Preferred Qualifications Experience with public sector procurement regulations (e.g., California Public Contract Codes) Familiarity with electronic bidding platforms such as PlanetBids Knowledge of higher education procurement frameworks and regulatory codes Experience supporting large-scale, multi-stakeholder programs Comprehensive Health Insurance (medical, dental, and vision) Paid Time Off for personal and vacation days Equal Opportunity The OptiMinds Inc. is an Equal Opportunity Employer.
