JOB DESCRIPTION

Day to Day:

Insight Global is seeking a Senior Systems Engineer / Fleet Training Requirements Lead to support HII's Integrated Training Systems Software Development (ITS-SD) organization. This individual will serve as the primary operational and technical liaison between Navy Surface Fleet Training leadership and the software development team supporting training applications such as JAAR, DCD, and related fleet readiness initiatives.

This role is heavily focused on requirements gathering, stakeholder engagement, operational analysis, and capability development rather than hands-on software development. The ideal candidate will understand Surface Navy training environments and be comfortable working directly with Captains, Admirals, TYCOM leadership, ATG personnel, and fleet stakeholders to identify capability gaps, capture requirements, and translate operational needs into actionable technical solutions.

Responsibilities Include, But Are Not Limited To:
-Serve as the primary liaison between Navy N7 leadership, TYCOM stakeholders, fleet training organizations, and the ITS-SD development team.
-Engage with Surface Fleet training leaders to understand operational challenges, capability gaps, and future training requirements.
-Capture, document, prioritize, and refine requirements for training systems supporting fleet combat readiness.
-Translate operational and training objectives into technical requirements for software engineering teams.
-Partner with developers, system engineers, and program leadership to ensure delivered capabilities align with fleet training needs.
-Participate in Agile planning, requirement reviews, system demonstrations, and user feedback sessions.
-Develop briefs, white papers, concepts of operation (CONOPS), workflows, and supporting documentation.
Support modernization efforts related to Live, Virtual, and Constructive (LVC) training environments and fleet readiness initiatives.
-Facilitate communication between executive leadership and technical teams to ensure stakeholder alignment.
-Provide operational insight during software testing, capability validation, and deployment activities.
-Build relationships across N7, TYCOM, ATG, and fleet organizations to establish long-term requirements management processes.
-Operate independently to define role expectations, establish stakeholder engagement strategies, and create scalable processes for future growth.

Compensation:

$65/hr-$67/hr

Exact compensation may vary based on several factors, including skills, experience, and education.

Benefit packages for this role will start on the 31st day of employment and include medical, dental, and vision insurance, as well as HSA, FSA, and DCFSA account options, and 401k retirement account access with employer matching. Employees in this role are also entitled to paid sick leave and/or other paid time off as provided by applicable law.

REQUIRED SKILLS AND EXPERIENCE

-Active Secret Clearance or ability to obtain/maintain one.
10+ years of Navy training, combat systems, fleet readiness, operational planning, systems engineering, or related experience.
-Experience working within Surface Navy training organizations, fleet readiness organizations, or combat systems programs.
-Demonstrated experience gathering, documenting, and managing operational requirements.
-Experience interfacing directly with senior military leadership, including O6 and Flag Officer stakeholders.
-Strong understanding of Navy training environments, fleet exercises, and readiness programs.
-Ability to translate operational requirements into technical solutions and communicate effectively with software engineering teams.
-Experience developing technical documentation, requirements packages, white papers, or concepts of operation.
-Excellent communication, presentation, and stakeholder management skills.
-Ability to work independently and establish processes in a newly created role.

NICE TO HAVE SKILLS AND EXPERIENCE

-Former Navy LDO, Senior Enlisted Leader, Chief, Senior Chief, Master Chief, Warrant Officer, or Retired O5/O6.
-Background as an FC, AEGIS SME, SSDS SME, Combat Systems Officer, Training Officer, or Fleet Readiness Leader.
-Experience supporting:
Fleet Synthetic Training (FST)
Live Virtual Constructive (LVC) environments
TSTC initiatives
Navy Continuous Training Environment (NCTE)
Surface Fleet combat readiness programs
-Experience working with ATG, SURFPAC, CNSP N7, TYCOM, Strike Group staffs, or fleet training organizations.
-Systems engineering background supporting Navy combat systems or training systems.
-Knowledge of Agile development practices and software development lifecycles.
-Familiarity with JAAR, DCD, Navy training architectures, or after-action review systems.
-Experience supporting software modernization, requirements development, or capability integration efforts.
-Security+ certification or ability to obtain.
