Position Overview

C5BDI is seeking a highly motivated Capture & Proposal Manager/Author to support business development, capture management, proposal development, market intelligence, and strategic growth initiatives for our expanding client portfolio.

This role is ideal for someone who enjoys working at the intersection of government contracting, emerging technologies, business development, and proposal strategy. The successful candidate will help clients identify, qualify, pursue, and win federal and commercial opportunities while developing high-quality proposals, capture plans, market research products, and customer engagement strategies.

This position is primarily remote, with occasional travel for conferences, client engagements, and industry events.

Key Responsibilities

Capture Management

• Manage opportunity pipelines from identification through award.
• Lead capture efforts for opportunities ranging from $10K to $1B+.
• Develop capture plans, win strategies, and action plans.
• Conduct customer, competitor, and market research.
• Support customer and teaming partner engagement activities.
• Coordinate gate reviews and bid/no-bid decisions.

Proposal Development

• Lead proposal development efforts from kickoff through submission.
• Develop proposal schedules, compliance matrices, and content plans.
• Coordinate technical, management, and pricing contributors.
• Ensure proposal compliance and submission readiness.
• Support proposal writing, editing, and quality reviews.

Business Development & Market Intelligence

• Conduct opportunity searches across SAM.gov, DSIP, Grants.gov, agency forecasts, consortium portals, and innovation ecosystems.
• Develop customer profiles and stakeholder maps.
• Support strategic account planning and campaign execution.
• Maintain CRM and opportunity tracking systems (HubSpot preferred).
• Research emerging technologies and produce market intelligence products.

Client Engagement

• Participate in client meetings and strategy sessions.
• Support executive-level briefings and presentations.
• Develop capability statements, white papers, and growth materials.
• Represent C5BDI at conferences, networking events, and customer engagements.

Required Qualifications

• U.S. Citizen.
• Bachelor's degree or equivalent professional experience.
• Proven ability to utilize Generative AI and LLM technologies to support market research, capture planning, proposal development, customer analysis, and business intelligence activities.
• 5+ years of experience in one or more of the following:

1. Federal Business Development

2. Capture Management

3. Proposal Management

4. Government Contracting

5. Defense Innovation Ecosystems

• Working knowledge of federal acquisition processes.
• Strong written and verbal communication skills.
• Exceptional organizational and project management abilities.
• Proficiency with Microsoft Office Suite.
• Ability to manage multiple priorities in a fast-paced environment.
• Ability to work independently in a remote setting.

Preferred Qualifications

• Experience supporting DoD, DHS, federal, or civilian agencies.
• Experience with SBIR/STTR programs and non-traditional acquisition pathways, including OTA, CTMA, CSO, and consortium opportunities.
• Experience supporting emerging technology companies.
• Familiarity with SAM.gov, HubSpot, and federal procurement systems.
• Experience developing AI-assisted workflows for business development and proposal operations.
• Understanding of organizations such as AFWERX, NavalX, DIU, SOFWERX, or other defense innovation entities.
• APMP certification or Shipley training preferred.
