Responsibilities of the Attorney V: Under limited supervision of the Chief Legal Officer, the incumbent will serve as a senior attorney participating in planning legal and administrative activities and handling complex issues or litigation on a regular basis. The Attorney V will advise the Commissioners and staff of technical issues arising in the matters that come before the Commission; will prepare and draft orders; respond to various inquiries; perform legal services; and provide professional advice on legal matters. Will serve as lead attorney on cases involving the Siting Act (Title 58, Chapter 33 of the South Carolina Code) and primary legal research attorney for complex matters before the Commission. In this position you will: Conduct complex legal and technical research issues and topics relevant to the duties and responsibilities of the Commission. Analyze testimony, court decisions, and legislative acts in order to advise staff and Commissioners. Serve as the primary legal research attorney for drafting legal advisory memorandums involving complex legal questions. Draft, edit and review Commission Orders, legal advisory memorandums, and motions. Issue Hearing Examiner Directives. Manage workflow for timeliness and statutory compliance, ensuring work is timely and adequately completed to comply with laws, policies, and statutes while delivering the required work to Commissioners within internal timelines. Serve as a Hearing Examiner for cases involving certificates for telecommunications providers. Serve as the lead attorney on cases involving the Utility Facility Siting and Environmental Protection Act (Siting Act), pursuant to Title 58, Chapter 33 of the South Carolina Code. Complete other tasks assigned by the Chief Legal Officer. A law degree from an accredited college or university and ten (10) years of experience as a practicing attorney (may include up to two (2) years of judicial clerkships or two (2) years spent obtaining an LLM degree). Must have at least five (5) years or more prior experience representing Santee Cooper. A current member of the State Bar of South Carolina and in good standing. Must have Certification of completion of Rule 403 of the South Carolina Appellate Court Rules. Additional Requirements: Ability to interpret and apply laws and judicial decisions. Extensive knowledge of the laws of South Carolina. Incumbent must have a strong and extensive background in practicing before various courts and/or jurisdictions or agencies. Incumbent must have good communication and writing skills and ability to explain technical matters in simplified terms. Incumbent must have ability to interpret and apply federal and state law, rules and regulations pertaining to the administration and implementation of utility regulation. May require overnight travel. Must have and maintain a valid driver's license. Position may involve working non-traditional hours and on evenings/weekends and during emergency situations. Position may require frequent bending, stooping and/or lighting up to 10lbs. Strong and extensive background in regulatory practices with a thorough understanding of the procedures and duties of administrative agencies. Working knowledge of the theories of legal research.
