Program Officer, Marin 24/7

This position is full-time and requires a minimum of two days per week onsite at MCF's Novato office. Position Purpose: The Program Officer is responsible for the development and oversight of Marin 24/7 grantmaking programs. The work of Marin 24/7 is a strategic priority to deepen the Foundation’s impact on four priority communities experiencing the greatest inequities and disparities in a range of outcomes. This work is executed through both the Community Power Initiative and the Community Advocates Team within Marin 24/7. While these communities face a number of systemic and structural challenges, these communities are also rich in history, culture, and aspirations. This position will be responsible for developing and implementing place-based grantmaking strategies, including place-based grantmaking connected to the Community Power Initiative and the work of our Community Advocates. Reports to: The Program Officer reports to the Senior Program Director Essential Functions: Grantmaking (40%) Develop and implement place-based grantmaking strategies that reflect community priorities, organizational goals, data, and community informed understanding of neighborhood conditions and opportunities. Support implementation of the place-based components of the Community Power initiative including but not limited to place-based participatory grantmaking, special initiatives and responsive opportunities. Oversee and execute Opportunity Fund grants and approvals, including continuous improvement and due diligence. Oversee the Neighborhood Microgrants Program approvals, including continuous improvement and due diligence, and supporting the Commnity Advocates team in preparing recommendations for approval. Review, assess, and prepare analysis and funding recommendations for grant applications. Prepare grant docket materials for board meetings and present recommendations and analysis for assigned proposals. Track and stay abreast of grantee progress and challenges. Serve as a thought partner to grantees and represent the Foundation at grantee events. Identify and maintain a working knowledge of critical issues, trends, and other strategic initiatives in Marin County. Build and maintain strong relationships with community invested partners, including residents, government, community organizations, and local businesses throughout Marin County. Identify and cultivate partnerships with relevant organizations, agencies, and institutions to enhance the impact of the initiative and advance Foundation strategic impact goals. Maintain philanthropic relationships to secure funding opportunities to expand the initiative’s activities. Communicate the vision, goals, and impact of the initiative to internal and external invested parties through various channels, including presentations, reports, and social media. Serve as the principal Foundation contact for Grants Management, grant applicants and grantees. Monitor and report on the progress of the grant portfolio. Build program leadership and expertise by remaining professionally linked with local and national sector representation. Represent the Foundation on external committees, panels, etc., as required. Reconcile actual administrative expenses to budget on a monthly, quarterly, and annual basis, as necessary. Serve as a primary point of contact for departments on questions related to administrative expense transactions. Assist in the administrative budgeting process for operating expenses. Serve as a primary point of contact for supporting organization staff, where MCF provides accounts payable services. Build program leadership and expertise by remaining professionally linked with local and national sector representation. Represent the Foundation on external committees, panels, etc., as required. Capacity Building, Leadership Development and Field Building (30%) Develop and oversee technical assistance, leadership development, and capacity building opportunities for grantees and key place-based stakeholders (i.e. community members, public sector leaders, etc.) across Marin 24/7 initiatives. Identify, assess, and recommend technical assistance to grant applicants and/or grantees. Identify specific borrowers, grantees, and/or grant clusters that are candidates for or require special monitoring or evaluation. Learning and Evaluation (20%) Maintain a learning and evaluation mindset, partnering with grantees, internal stakeholders and field leaders to develop learning initiatives and an evaluation approach including measures of progress and third-party evaluations in alignment with principles of Trust-Based philanthropy. Cross Team Collaboration and Other Duties (10%) Engage in cross-functional work with internal colleagues to support grantmaking operations, communications, learning and evaluation, and board and leadership reporting. Perform additional responsibilities as assigned. Knowledge, Skills, and Experience: M.A./M.S. degree preferred; B.A./B.S. degree required in related field Twelve to fifteen years of progressive experience within a non-profit or public agency Minimum of seven years of experience as a program officer in a grantmaking institution or comparable experience within a government agency or other funding institution Demonstrated knowledge of the grant-making process, and the ethical and legal issues involved Knowledge of nonprofit governance, invested parties, communities, and power structures Knowledge of social and economic issues in Marin County and within the broader Bay Area is a plus Curious and committed learner who seeks to understand community dynamics, systems, and power structures, and shares knowledge with others Highly organized and detail-oriented, with strong planning, prioritization, research, and project execution skills Excellent communicator, with strong writing, editing, presentation, listening, and relationship-building abilities across diverse audiences Compensation and Benefits: This is a full-time, exempt position with generous health benefits (including medical, vision and dental), 403(b) retirement plan with an employer contribution of 12% (after six months of service), life and disability insurance, and generous time off and other benefits.
