TMD - Military Specialist III (T3/T5 Operations/Plans Officer)

Brief Position Description This position supports the Texas State Guard (TXSG). It performs highly complex (senior-level) managerial work in administering the daily operations and activities of the Operations department. The role involves establishing goals and objectives; developing procedures and policies; setting schedules, priorities, and standards; coordinating and evaluating departmental activities; developing and evaluating budget requests; and monitoring budget expenditures. It serves as the central point of contact for the TXSG when conducting interagency operational planning in support of the Texas Military Department and ensures the TXSG is prepared to execute civil support operations as directed by the Texas State Operations Center (SOC). The officer assigns and supervises the work of others and reports to the TXSG Deputy Chief of Staff – Operations, working under limited supervision with considerable latitude for initiative and independent judgment. Essential Job Functions and Responsibilities Manages day-to-day activities of staff within a business function, division, or department. Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities. Attends and oversees Mobile-Day (M-Day) Drill functions. Develops and implements techniques for evaluating business function, division, or department activities. Develops and evaluates budget requests, monitors budget expenditures, and adjusts as necessary. Plans, develops, implements, and evaluates policies and procedures, and monitors compliance with policies and procedures. Prepares management and productivity reports; reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness. Provides technical expertise and guidance regarding questions related to the business function, division, or department. Oversees program analyses, research studies, and internal audits. Coordinates with the M-Day TXSG T3 Operations/Plans Officer and ensures continuity of all TXSG programs and operations. Ensures coordination of all operations and planning between Texas State Guard Headquarters and subordinate commands. Provides guidance and information on TXSG operations and processes to staff. Plans, conducts, and/or coordinates workshops and other training programs. Screens, interviews, and recommends employment of applicants; recommends promotions, demotions, disciplinary actions, transfers, and discharge of employees (Traditional Drilling Soldiers). Develops and implements techniques for evaluating goals and sub-goals which support TXSG Lines of Effort (LOEs). Develops and synchronizes the annual TXSG Steady State Operational Order (OPORD) and the All Hazards OPORD. Analyzes operational planning and synchronizes operational execution for all TXSG brigades. Analyzes internal processes and recommends and implements procedural or policy changes to improve operational readiness. Ensures coordination between the TMD Joint Forces Headquarters, Joint Operations Center, or designated Mission Command headquarters and the TXSG Headquarters is conducted for all operations. Critical member of the TXSG's budget forecasting process team. Collects, organizes, analyzes, and prepares materials in response to requests for program information and reports. Responsible for reporting TXSG readiness to include all command-level reports requirements. Uses After Action Reports (AARs) to refine and improve operations. Serves as the principal action officer; reviews all incoming messages from the TMD JOC. Oversees the augmentation of Adaptive Battle Staff (ABS) personnel to the TXSG Emergency Operations Center (TEOC) and to each brigade headquarters during civil support operations. Plans, directs, and coordinates several staff functions, including personnel, accounting, logistics, and communications. Trains, leads, assigns, and/or prioritizes the work of others. Plans and negotiates with federal, state, and local authorities regarding TXSG operations and the impact on the agency. Works with and speaks to community and professional groups to coordinate, improve, and stimulate interest in the TXSG. Supervises the work of others. May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends. Performs related work as assigned. Condition of Employment Applicants must have and maintain an active membership in the Texas State Guard as a condition of employment. Must be qualified for entry into or continued service in the TXSG in accordance with all applicable regulatory policies as required. Candidates must meet age, education, aptitude, physical, and character requirements for the TXSG. The State Military Specialist must wear the appropriate military duty uniform while engaged in their State service status. NOTE: If applicants are not currently members of the TXSG, they must be willing to join upon employment. Minimum Qualifications Graduation from an accredited four-year college or university is required. Preferred Qualifications Graduation from an accredited four-year college or university with major coursework in business, business management, or a related field is preferred. Experience Five (5) years of full-time experience in operations management and synchronizing operational support processes is required. Three (3) years of supervisory/lead experience. Experience using Microsoft Excel, Word, PowerPoint, and Outlook is required. Preferred Experience Prior Field Grade Officer or Federal equivalent is preferred. Experience working in a State Guard, Traditional Guard, Reserve, or Military organization is preferred. Experience with the Incident Command Systems (ICS) is preferred. Experience as an Emergency Manager or Regional Coordinator with an Emergency Management Organization is preferred. Experience in coordinating with state and local agencies during disasters is preferred. Experience in planning, coordinating, or conducting Defense Support to Civilian Authorities (DSCA) operations is preferred. Extensive knowledge and experience in leadership and training are preferred. Experience supervising complex staff planning is preferred. Experience in performance measurement reporting is preferred. Experience in preparing Standard Operating Procedures (SOP), policies, and other documents is preferred. Experience with writing and accepting grants is preferred. Substitution Additional years of experience in office management, operational planning, or administration may substitute for required education on a year-per-year basis. Registration, Certification, or Licensure A valid driver’s license is required. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for driving state or personal vehicles to conduct agency business. ICS 300 or 400 certifications are preferred. L958 (All-Hazards Operations Section Chief) or L960 (All-Hazards Plans Section Chief) certifications are preferred. Must be able to meet certain physical requirements as identified by the position being selected. Must be able to pass a criminal history check to join the Texas State Guard. Selected candidate must pass federal security background investigation, including a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the OPM Form SF85. All offers of employment are contingent upon the candidate having and maintaining legal authorization to work in the United States. Failure to present such authorization within the required time will result in the offer being rescinded. Candidates must be eligible to work in the United States without requiring sponsorship. Operating MS Word, Excel, PowerPoint, Outlook, SharePoint, and Adobe Pro, and other internal systems. Organization and attention to detail. Operating office equipment and accounting programs. Operating a personal computer with Microsoft applications, including Outlook, Word, Excel, and PowerPoint. Record keeping and file maintenance. Researching and referencing laws, rules, regulations, policies, and procedures. Use of a computer and applicable software. Writing, spelling, grammar, and punctuation. Ability to: Study and evaluate programs and propose recommendations. Gather, assemble, correlate, and analyze facts. Devise solutions to administrative problems. Develop and evaluate policies and procedures. Prepare complex and concise reports for the TXSG within the required timeline. Coordinate and schedule TXSG program activities. Interpret and apply policies, procedures, and regulations. Establish effective working relationships. Work in a military environment. Physical/Working Conditions Work is typically performed in a sedentary office setting involving sitting, standing, and walking to perform job duties. This position requires up to 25% travel to subordinate TXSG unit locations with overnight stays. Work requires extensive use of a personal computer and telephone. The position may periodically require the ability to lift, carry, move, and/or set up equipment and materials that weigh up to 50 pounds. The position requires wearing the day’s military uniform.
