Summary

You will serve as a FINANCIAL MANAGEMENT ANALYST in the Technical Division (SP20), of STRATEGIC SYSTEMS PROGRAMS.

Duties

Help

• You will develop and render authoritative interpretations of executive order, OMB guidance within and across agency lines.
• You will demonstrate use of Financial Management policies, regulations, to support the command's strategic goals
• You will provide advice, guidance, and mentorship/coaching for appropriation law and fiscal policy to both financial and non-financial stakeholders.
• You will assess the assigned branch financial health; tracks, coordinates, and analyzes overall program financial data, schedules and milestones
• You will maintain branch financial plans to ensure that encumbrances are within approved funding and aligned with program plans and benchmarks, and command stakeholder requirements.
• You will advise branch senior leadership on decisions concerning resources, facilities, and support activities to accomplish program objectives.
• You will provide recommendations to adjust available resources to provide support commensurate with schedules and priorities of efforts.

• This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
• This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

For NH-3 Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity.

For NH-4 Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing, allocating and monitoring financial resources in compliance with laws, regulations, and policies, with sufficient transparency and appropriate internal controls to ensure these resources are efficiently applied to meet organizational goals and objectives, while considering the Federal Government's fiduciary duty to the Nation.
