Job Summary The Human Resources (HR) Generalist provides expert-level federal human resources consulting services to the Court Services and Offender Supervision Agency (CSOSA) Court Services and Offender Supervision Agency (CSOSA) Office of Human Resources, focusing primarily on position classification, position description development, organizational design, and related HR advisory functions. The incumbent applies OPM classification standards and federal HR regulations to develop and evaluate position descriptions, conduct desk audits, and advise management on organizational structure and workforce design. Responsibilities and Duties Create, modify, and classify position descriptions for a variety of CSOSA positions at varying GS grade levels in accordance with Office of Personnel Management (OPM) classification standards and guidelines. Prepare new and revised position descriptions that conform to OPM guidelines, including position evaluation statements and position designation tool records. Prepare statements of differences for career ladder positions. Develop position descriptions for executive positions using applicable federal rules, regulations, and OPM guidelines, including Senior Executive Service (SES) positions. Conduct desk audits and recommend the most appropriate series, grade, and alignment in accordance with OPM classification standards; provide findings to the COR. Advise managers on how to design positions for complex organizational structures. Develop and communicate internal classification policies and procedures; support consistent application of classification guidance across the agency. Advise management on the accepted principles and rules of judgment in analyzing contentious and complex individual position and organizational structure issues. Provide sensitivity level designations, prepare determinations of law enforcement retirement coverage, and prepare determinations of FLSA coverage for approval in accordance with 5 CFR 1400, 5 CFR 731, and OPM guidelines. Provide consultations and opinions on organizational proposals, including optimal structure, personnel utilization, and impact on grades and existing organization. Support other HR projects including agency reorganizations, realignments, HR policy development, recruitment and staffing, payroll and benefits administration, employee development, and other federal HR-related tasks as requested. Qualifications and Skills Minimum education requirements: Bachelor's degree in business administration, public administration, human resources, or a related field required; master's degree preferred. Minimum of 5 years of progressively responsible experience in program analysis, management consulting, or a related field in a federal or professional services environment. Demonstrated experience conducting cost-benefit analyses, organizational studies, and program evaluations. Strong analytical, research, and written communication skills; ability to develop clear, concise reports and briefings for senior management. Proficiency in Microsoft Office Suite; experience with data analysis tools preferred. Preferred: SHRM-CP, SHRM-SCP, PHR, or SPHR certification. Experience with SES position description development. Experience supporting CSOSA, DOJ, or other federal agency HR offices. Familiarity with USA Staffing, HR Connect, or other federal HR systems.
