The Air Force Civilian Service (AFCS) is looking for a Budget Analyst (GG-0560-13) to work at Fort Washington, MD. Member develops and refines data analyses and visualizations to assist analysts in preparing detailed programming and financial planning for inclusion in the Program Objectives Memorandum and President’s Budget (PB) submissions. Teams with other financial management personnel to ensure available data platforms are optimized to monitor internal control systems, analyze, and evaluate effectiveness, adequacy, and interrelationships within/among segments of the system and other areas within the organization. Utilizes financial management expertise to translate and assemble prior, current, and future year budget/program data in tools that formulate, analyze, and visualize funding requirements to ensure consistency with policies, regulations, and directives of the Department of the Air Force, Office of the Secretary of War (OSW), OMB, and Congress. Knowledge of and experience with the Defense Travel System (DTS) and Wide Area Work Flow (WAWF) is desired. This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NOAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing funding levels. Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement. This position requires both occasional foreign and domestic travel. Member is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Requirements & Knowledge Areas Comprehensive knowledge of the Federal budget process and the DoD Planning, Programming, Budgeting and Execution System (PPBES) with knowledge of budget execution and fiscal law. Comprehensive knowledge of the concepts, principles, practices, laws, and regulations which govern appropriated funds operations. Knowledge of and experience with missions, functions, goals, objectives, work processes of sensitive activities within the Intelligence community as well as Military Intelligence Program funds. Knowledge and skill to apply budget concepts, methods, and techniques to perform cost analysis, execute funds, and perform financial management. Knowledge of and experience with financial systems utilized by the Air Force such as the Defense Enterprise Accounting and Management System (DEAMS), and Microsoft Excel.
