Expected Starting Annual Range: $89,760.52 – $118,932.69.
Overview
Provides leadership and direction for Manatee County's Efficiency and Technology Division within the Property Management Department. This position is responsible for driving measurable return on investment through the optimization of County assets, systems, and technologies.
Responsibilities
- Lead countywide initiatives that improve productivity, streamline operations, and reduce operating costs through technology-enabled solutions and resource optimization.
- Identify, develop, and implement initiatives that result in measurable cost savings, cost avoidance, and improved operational performance.
- Establish and track performance metrics, including return on investment (ROI), payback periods, and program effectiveness.
- Align division priorities with County goals, ensuring a consistent focus on economic and results-driven outcomes.
- Analyze utility consumption, trends, and system performance to identify opportunities for cost reduction and efficiency improvements.
- Develop, evaluate, and implement energy conservation measures (ECMs) with clear financial justification and validated ROI.
- Support the adoption of efficient and cost-effective technologies in existing and planned County facilities.
- Monitor and report on program performance, ensuring accountability for results.
- Lead initiatives that strengthen infrastructure resilience and support hazard mitigation strategies to protect County assets and operations.
- Identify vulnerabilities and recommend improvements that enhance reliability and reduce long-term risk and costs.
- Pursue grant opportunities that support resilience, efficiency, and infrastructure investment.
- Oversee the planning, implementation, and management of facility-based technology systems including security, access control, and audio/visual (AN) systems.
- Evaluate emerging technologies and recommend solutions that improve system performance, reliability, and cost efficiency.
- Ensure systems are deployed and maintained in a workmanlike, standardized, and scalable manner.
- Provide oversight of GIS and related technologies to support data-driven decision-making and improve operational awareness.
- Promote the use of data and spatial analysis to enhance planning, asset management, and service delivery.
- Direct the County's Uncrewed Systems Program, including aerial, surface, and submersible platforms, ensuring compliance with all regulatory and safety requirements.
- Expand the use of uncrewed and remotely operated systems to improve inspection efficiency, reduce operational costs, enhance safety, and increase data accuracy.
- Identify and implement innovative applications that support asset management, infrastructure assessment, and operational decision-making.
- Establish standards, procedures, and training to ensure safe, consistent, and effective program operations.
- Serve as a source to departments across the County to identify and implement efficiency-focused solutions.
- Collaborate with other divisions to support operational improvements without duplicating formal process improvement functions.
- Communicate program outcomes and promote adoption of effective, timesaving practices across the organization.
- Provide leadership, direction, and oversight to division staff; establish clear expectations aligned with performance outcomes.
- Hire, train, coach, and evaluate staff to maintain a competent, high-performing team.
- Develop and manage the division budget, ensuring responsible and economical use of resources.
- Lead both short- and long-term planning efforts for assigned program areas.
- Ensure compliance with all applicable laws, regulations, and policies.
- Represent the County in meetings, presentations, and professional forums.
- Maintain current knowledge of industry trends, technologies, and best practices related to efficiency, resilience, and operational performance.
- Perform other related duties as assigned, including participation in emergency or disaster response activities, as required and consistent with the employee’s qualifications, essential job functions, and applicable federal and Florida law.
Qualifications
- Bachelor's degree in engineering, business administration, construction management, public administration, facility management, information systems, or a related field.
- Five (5) or more years of progressively responsible experience in energy management, infrastructure systems, asset management, technology systems, or operational efficiency initiatives, including experience identifying and implementing cost-saving or performance improvement measures.
- Supervisory or leadership experience with responsibility for staff, programs, or projects.
- Experience developing or evaluating projects with financial analysis components such as return on investment (ROI), cost‑benefit analysis, or life cycle cost analysis.
- Experience with Energy Service Company (ESCO) projects or performance-based contracting is highly desirable.
- Valid driver license required (must obtain Florida driver license within 30 days of hire).
- Equivalent combinations of education, training, and experience may be considered in meeting the minimum qualifications for this position.
Knowledge, Skills, and Abilities
- Strong knowledge of energy management, asset performance, and strategies that reduce operating costs and improve efficiency.
- Knowledge of Geographic Information Systems (GIS), uncrewed and remotely operated systems (including aerial, surface, and submersible platforms), and related technologies.
- Ability to identify, evaluate, and implement solutions that improve operational performance, reduce costs, and deliver measurable results.
- Understanding of applicable regulatory requirements, codes, and compliance standards related to assigned program areas.
- Proficiency in technology systems, data analysis, and performance metrics used to support data-driven decision-making.
- Ability to develop and evaluate financial analyses, including return on investment (ROI), cost‑benefit, and lifecycle cost considerations.
- Strong leadership and organizational skills with the ability to manage multiple programs and priorities effectively.
- Excellent communication and interpersonal skills to effectively engage staff, leadership, and stakeholders across the organization.
- Ability to operate in a businesslike, resourceful, and results-driven manner in a complex organizational environment.
Working Conditions
The work environment may include exposure to high noise levels while performing certain essential job functions. The position requires the ability to lift and move objects weighing up to 25 pounds independently and up to 50 pounds with assistance, with or without reasonable accommodation. The role involves sitting for extended periods while working on a computer.
