Additionally, our mission segment specifically offers long-term stability from working on programs that few other companies can hope to compete in.The Subcontract Management Senior Staff (SCM Sr Stf) position is an exceptional opportunity for a passionate, veteran SCM to immediately make an impact by leading a team of SCAs and SCMs in expanding their skillsets from RFP to execution. In this role expect to guide your team in i) strategic RFP development such as shaping contract type(s), incentive fee management plans, Performance Based Payment (PBPs) Plans, and CorpDoc terms, ii) negotiating and recommending tactics to definitize, and iii) continuously cross-examining suppliers in execution to ensure on-time delivery and justify improved terms when appropriate.Who you are:You have internalized that the Subcontracts org plays a dual leadership role on a program—an initiator to compel the supplier and the program to meet commitments so the supplier can deliver. You are a proactive, curious, exacting, and demanding customer on behalf of your company and apply this approach to suppliers and internal functions alike. A company has very few externally facing roles and as someone who mentors a team of these select few you set an example by basing your supplier interactions on logic and professionalism in even the most high-pressure negotiations. As an SCM Sr Stf you have are a subject matter expert (SME) in compliant contract administration, the FAR, RFP development, proposal negotiations, and take ownership of your subcontracts and those of the team that rely on you.The work:Work is performed under little to no guidance. As a SCM Sr Stf, you will execute RFP development, source selections, negotiations (T&Cs, Price, NDAs), issue compliant contracts and POs, administrate modifications, and ensure supplier performance by raising questions as you see fit for our largest and most complex subcontracts. You will delegate to and oversee a team of SCAs/SCMs and handle escalations from them in turn. You will be the face of the SCA/SCM group that forms a critical part of a Subcontract Management Team (SMT) comprised of other IPTs, SPMs, and Engineers supporting the PM profit/loss owner. As an independent operator and expert, you will join proposal and program teams and develop the plan you and your SCA/SCM crew deliver on, mentor SCAs on proper contract administration, and actively coordinate with other senior SPMs, SCMs, and SCAs to assign tasks and deliver as surge support efforts arise. Basic Qualifications• Bachelor's degree from an accredited college, or equivalent experience/combined education• 15+ years of experience in Subcontract Administration or Subcontract Management• Experience in management of >$10M subcontracts and experience in negotiation of subcontractors.• Experience in managing a small team of SCAs/SCMs• You will need to be a US Citizen, and be able to acquire and maintain a US DoD TOP SECRET/SCI with counter-intelligence (CI) Polygraph clearance, to support these government contracts, as well as successfully pass a drug and background check in order to meet eligibility requirements for access to classified information.Desired SkillsCapture: Expert in supplier evaluations and selection. Able to establish and maintain high-level and executive level supplier relationships. Expert in NDAs and able to teach these skills to earlier-career SCAs. Expert in LMAP, CAP. Can independently ensure compliance and evaluate highly complex POs.Proposals: initiate, plan, and lead the development of a program’s RFPs and RFP strategy and its coordination with Program/Capture management. Ensure the approach is compliant with LMAP and provides the program with “back-to-back or better” terms. Virtually self-supervisory. Recommends source selections based on extensive history and recent supplier performance across the market.Program startup: Expert in generating price and cost analyses, assessing technical evals, presenting pre-neg packages and able to coach a team on these items. Lead/initiate prenegotiation and program strategy. Understands program budget and vision. Presents, and provides opportunities for the team to present, the pre-neg plans to PM for approval.Negotiations: experience in developing understanding of supplier counterparts, developing well-reasoned strategy and identifying trades, and actively initiating and leading supplier negotiations and the oversight of those on the team to achieve the retained savings required.Early Execution: expert on letter contract and subcontract definitization processes, documentation requirements, and risk; can plan and draft highest complexity FFP or Cost Type letter contracts independently. Can clearly communicate the rationale and risks/opportunities for or against a letter contract given the situation. Leads high complexity FFP or Cost Type letter or definitization efforts. Definitization - generates plan independently and accounts for risks that may delay the process, commits and achieves planned dates. Can independently review highest complexity efforts regardless of contract type.Execution: Focal point for making decisions in managing subcontractor and administering subcontract. Reliably identifies and closes actions or delegates and ensures closure of actions independently and is consulted as a SME for assisting others with their actions. Ensures complies with policies/procedures and drives the team to match. Takes the lead on the highest complexity subcontracts of any type. Has expert level foundation to take action on and communicate anything as it pertains to the subcontract. Has enough experience to identify complex issues before they become problems. Assists all lower ICs with growth and development. Recognized as a SME for problem solving subcontract administration and subcontractor performance management.Closeout: Extensive knowledge and strategy of entire closeout process from coordination to final closure. Considered a Subject Matter Expert (SME), and often consulted for their expertise or guidance.
