Salary Incentives: 2.5% Education Incentive - Bachelor's Degree 5% Education Incentive - Master's Degree The Community & Economic Development Department is seeking a Business Analyst to advance the City's economic development initiatives through data-driven insights, process optimization, and strategic program support, including coordination of the City's cannabis program. This position is responsible for transforming departmental and citywide data into actionable intelligence that informs policy, improves operational efficiency, and enhances customer experience within development and business attraction processes. The Business Analyst will analyze market trends, support economic development strategies, and manage key data systems. The ideal candidate possesses exceptional analytical capability, strong business insight, and the ability to work effectively with internal and external stakeholders to advance organizational goals.

Essential and Marginal Function Statements
Essential and other important responsibilities and duties may include, but are not limited to, the following: Essential Functions: Recruit business prospects and assist them in the set up and permitting of their businesses City-wide. Work with existing businesses City-wide, to protect and expand investments in the local economy. Develop and manage databases pertinent to business retention and recruitment efforts.
Analyze real estate transactions.
Create and analyze proformas and other financial documents. Analyze business loan and grant requests. Negotiate, prepare, and supervise the processing of documents, including disposition and development agreements, owner participation agreements, contracts, resolutions, and requests for proposals/qualifications. Participate in the development and implementation of the City's budget. Create and/or implement programs to help broaden the local tax bases, generate, or attract new capital, increase business activity, produce jobs and diversify the local economy. Participate in the development and implementation of division goals, objectives, policies, and priorities. Research redevelopment and economic development problems and solutions and prepare a variety of comprehensive reports. Build and maintain positive working relationships with co-workers, other City employees, Community Based Organizations and the public using principles of good customer service. Minimum Qualifications Knowledge of: Principles and practices of community development, redevelopment, and real estate. Principles of marketing, sales, advertising, and public relations with specific focus on business retention and recruitment. Principles of advertising and public relations in order to build partnerships in the community to promote Modesto. Marketing and financing techniques.
Basic statistical methods used for management analysis. Property values and effect of economic trends on value and price.
Effects of construction and the cost of improvements on property values. Principles and practices of public relations. Pertinent federal, state, and local laws, codes, rules, and regulations. Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases. Ability to:
Gather and analyze a variety of complex data, including economic studies, financial statements, marketing studies, plans, specifications, and bid documents; prepare comprehensive written and oral reports. Build relationships in the community with community partners, brokers, property and business owners, to foster business retention, business recruitment, new business start-up, leisure activity, and retail and office development, industrial opportunities. Design and implement Economic Development Programs in order to recruit, retain and expand local business.
Identify and respond to community and City Council issues, concerns, and needs. Be persuasive in marketing and selling the city to prospective businesses and industries. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. PUBLIC EMPLOYEES' RETIREMENT SYSTEM: CalPERS enrollment in either the 2% @ 60 or the 2% @ 62 formula is dependent on eligibility, as per AB 340. Employee pays the full member contribution. Retirement benefit is based on the employees three year final compensation average. The City does not participate in Social Security except for the required 1.45% Medicare contribution by both the City and the employee (applies to employees hired after 4-1-86). HOLIDAYS: 12 paid holidays per year plus 8 hours holiday credit. MANAGEMENT LEAVE: 80 hours per year for positions exempt from overtime. VACATION: Accrued at the rate of two weeks during the first year, increasing to five weeks during the 21st year of service. SICK LEAVE: Accumulated at 8 hours per month, 96 hours per year. Employees may accumulate up to 2,200 hours. MEDICAL INSURANCE: Health, dental and vision coverage is provided. DEFERRED COMPENSATION: With a matching contribution by the employee, the City will contribute 1.5% of salary, increasing to 2.5% at 9+ years of service, to a voluntary 457 Plan. RETIREE HEALTH SAVINGS ACCOUNT (RHS): $2,880 initial deposit provided upon completion of a two (2) year vesting period. After initial contribution, the City shall contribute $130 per month. LIFE INSURANCE: Coverage in the amount of $120,000 is provided by the City. Supplemental coverage is available at employee cost. DISABILITY INSURANCE: Coverage is provided by the City, at City cost. This benefit pays 66 2/3% of the first $12,000 per month in salary. EDUCATIONAL INCENTIVE: Master's Degree Pay in the amount of 5% of salary. Bachelor's Degree Pay in the amount of 2.5% of salary.
BILINGUAL INCENTIVE LEAVE: Employees who pass a review panel and are needed in this capacity by the department, will receive 3 hours of Bilingual Leave Time per pay period into their Compensatory Time Off (CTO) balance. LONGEVITY PAY: 2.5% of salary at 10 years of service. SECTION 125 PLAN: Providing for pre-tax deductions for employee-paid health premium and dependent care costs.
