ORAL HEALTH PROGRAM MANAGER

Job Location: Address: 150 N 18th Ave, Phoenix, AZ 85007 (Hybrid) Posting Details Salary: $64,800 Grade: 22 Job Summary The Office of Oral Health (OOH) works to improve the oral health and well-being of Arizona communities through evidence-based prevention strategies, innovative initiatives, and collaborative partnerships that address oral health disparities and access to care, with a focus on maternal, children, youth, and children and youth with special health care needs (CYSHCN) populations. Under the direction of the Chief of the Office of Oral Health, the Program Manager is responsible for statewide oral health grants, contracts, budgets, and disease prevention programs including Cavity Free AZ. This will include developing and submitting grant applications and required reports; interpreting and ensuring compliance with state and federal requirements; administering program budgets; developing, negotiating, and monitoring contracts; providing technical assistance to contractors and partners; establishing program goals and procedures; and evaluating program performance and sustainability. The position will attend internal and external meetings and collaborate with counties, communities, health care providers, agencies, academic institutions, and other stakeholders to strengthen oral health programs and services. The position also oversees program communications, including website and social media content, and organizes and facilitates stakeholder meetings and activities. This position will provide oversight for statewide oral health workforce and access initiatives focused on strengthening provider capacity and improving access to dental services for CYSHCN, particularly those living in Dental Health Professional Shortage Areas (DHPSAs). This will include coordinating provider education and clinical mentorship, supporting tele dentistry and care navigation strategies, monitoring workforce capacity and readiness data, and overseeing program evaluation and quality improvement activities. The ideal candidate will have strong knowledge of oral health, disease prevention, evidence-based practices, contract and budget management, and public health program development. Strong communication, collaboration, strategic planning, and project management skills are essential. Statewide travel is required, with out-of-state travel as needed for conferences, training, and seminars on an as needed basis. Job Duties Plans, implements, and administers a statewide program related to oral health; provides day-to-day technical assistance to contracted programs, sub-recipients, and vendors; develops, updates, and ensures proper implementation to adhere to state and federal requirements; writes grant applications, continuation applications, progress reports, ad-hoc reports, and annual budgets; reviews and approves monthly contractor invoices and processes purchase orders; tracks project deliverables, timelines, and outcomes; presents and distributes informational publications related to the program to expand knowledge and understanding of program benefits. Manage subawards, contracts, and budgets; develop, negotiate, and execute contracts with counties, health centers, and community partners; administer program budgets, monitor expenditures, track fiscal performance, and ensure compliance with HRSA and ADHS financial requirements. Establish and maintain partnerships with local, state, and community organizations; Coordinate and create effective, visually engaging presentations within ADHS brand standards for stakeholder task forces and contractor meetings. Monitors program performance to ensure conformance with contract requirements and provides guidance for the evaluation of the effectiveness of the programs in meeting the needs of the population being served. Attends and conducts a wide variety of meetings, conferences, workshops, and seminars as necessary to ensure the success of the program. Interpret and apply state and federal laws, rules, regulations, and funding requirements. Develop and update operating procedures, program policies, and assurance checklists to maintain grant compliance Other duties as assigned as related to the position. Principles, practices and current local and national trends in oral health, including but not limited to oral health workforce and CYSHCN programming. Building and establishing strong working relationships with stakeholders to build support for oral health through promotion, disease prevention and control. Clinical principles, practices and current trends in oral health workforce and disease prevention strategies. Gathering, analysis, interpretation and dissemination of data and research findings to assure that oral disease prevention and control approaches are evidence-based. Federal and state principles, practices and rules regarding public health policy and oral health care. Implementation of evidence-based interventions and conducting evaluations to ensure ongoing feedback and program effectiveness. Administrative, financial and staff support necessary to sustain activities and to build opportunities. State procurement procedures, laws and rules. Program management, planning, budget management, and evaluation methods and techniques. Working knowledge of statistics and data analysis is necessary, designing and preparing spreadsheets, documents, presentations; grant development, management, especially related to federal rules and regulations. Compile compelling stories about oral health issues and programs. Use the media, advanced technologies and community networks to strategically communicate information. Selective Preference(s) Bachelor's degree in a public health or health sciences related field and with four years professional experience related to program and/or grant management. Master's degree in a field appropriate to the assignment may substitute for two years of the required experience. Oral health training or degree is highly desirable.
