Description P osition Title: Lead , Public Sector Engagement Position Classification: 1 year time-bound through June 30, 2027 ; Exempt; Full-Time; 40 hrs/week Reports to: Senior Advisor, Public Sector Engagement and Strategy Location: Employees in this role can work from our Boston, MA office, remotely within the U.S. or a hybrid of these two options. 10% Domestic and/or international travel expected Duration: 1 year time-bound ; with possibility of renewal if funding available and need persists Please note that we do not sponsor U.S. work authorization for this role. Candidates must be able to legally work in the U.S. without visa sponsorship. Position Overview: This is an exciting time-bound position for a motivated, well-rounded leader with experience in global health policy and advocacy, exceptional analysis and writing skills, and an ability to cultivate strong relationships with PIH care delivery site Policy and Partnerships (P&P) teams, government, civil society, and implementing partners. This Lead , Public Sector Engagement will work in partnership with the Senior Advisor, Public Sector Engagement and Strategy, the Advocacy and Influencing team, and the Health Financing and Costing team at the US Coordination Site in their coordinated work with PIH care delivery and academic site teams to influence national , regional and global policies and strategic frameworks as countries grapple with their updated approaches to achieving universal health coverage and financing comprehensive health for their citizens in the midst of a rapidly changing global health financing landscape. The Lead , Public Sector Engagement will work closely with colleagues engaged in PIH's global economic justice advocacy work, health financing and costing team, UGHE and care delivery site teams to monitor, analyze, and contribute to national health policies , with the aim of continuing to reinforce and strengthen government ownership and capacity. The Lead , Public Sector Engagement will assess needs for time-bound surge support at care delivery sites, provide technical accompaniment in public sector engagement , assess the partner landscape and identify windows of opportunity for high impact advocacy campaigns focused on wage bill, debt and tax justice, and other areas based on specific country context, as part of PIH's broader technical accompaniment approach to supporting countries with their health system reform and accompanying financing strategy and costed plans . Specific Responsibilities: Financing Policy Influence (60%) Lead development of updated health financing analyses for each country where PIH works, assessing the overall fiscal space and absorptive capaci t y for human resources for health (given IMF-imposed wage bill caps) , with growing requirements for countries to demonstrate co-financing through domestic resource mobilization strategies in order to unlock shrinking funding from bilateral and multilateral funders. Facilitate strategy and plans for PIH's multi-disciplinary, c ross- s ite health financing working group , in partnership with the Senior Advisor, Public Sector Engagement and Strategy to articulate a global narrative (as well as country-specific narratives) for PIH leadership and P&P teams to use while engaging in national , regional and global convenings and health financing costing exercises, incorporating domestic tax policy, domestic health financing and insurance policies, and benefits package design , for short, medium and longer term planning and implementation . Conduct policy analyses and prepare briefs , po sition papers, talking points, evidence summaries, and recommendations to inform internal, government and stakeholder decision making across any PIH care delivery site s and that center individual patient experiences and health outcomes in the narrative. In partnership with P&P teams and the cross-site health financing and costing team, s trengthen ministries of health's capacit ies to translate policy priorities into actionable, costed implementation pathways aligned with national budgeting and planning cycles, through development and leading in delivery of hands-on training and coaching on costing tools, scenario modelling, dashboards and data analysis to inform decision-making. Facilitate time-bound surge capacity support for emer ging issues that sit at the intersection of financing, policy and upstream drivers - such as the Liberia community revolving drug fund policy, conducting impact analyses, strategizing about inside and outside advo cacy strategies, tying to broader USG funding messaging . Advocacy Campaign Planning and Capacity Strengthening ( 40 % ) Capacitate P&P leads to share information with their legislators and ministries of finance (where applicable) on US and global financing shifts. Identify capacity gaps and support staff development, mentorship training, and cross-team collaboration as relates to economic justice and health financing to reinforce synergies across PIH teams. Strengthen the capacity of PIH and other stakeholders in centering PIH's lived experience with direct patient care in the design and implementation of health financing strategies, interventions, and reforms and support resource mobilization planning as relates to upstream and downstream financing strategies . Lead in developing frequent, active bi-directional feedback loops to ensure the capacity for colleagues engaging in DC and N ew York at the UN, World Bank, IMF and other spaces to share real-time examples of the impact of policy decisions on health outcomes while simultaneously ensuring colleagues engaging in district, national and regional spaces have real time updates from advocacy and influence work with these key institutions. Utilize information and experience from th e national level to influence and inform OnePIH . Qualifications and Experience: Relevant work experience in similar roles or industries ( (e.g., health financing, health economics, resource mobilization, health systems, advocacy, public policy) ; 10+ years. Advanced degree in health economics, public health, publ ic policy , social sciences, or othe r relevant disciplines . Highly skilled in policy and economic analysis , with excellent problem solving, data synthesis, visualization and modeling skills . Excellent communication and presentation skills with the ability to write in a clear and concise manner, as well as distill complex a nalyses into high-quality policy documents, briefs, and presentations. Data-Driven Decision Making: Uses routine data to identify gaps, monitor performance, and inform strategies Ability to learn on the job ; absorb and synthesize a broad range of infor mation succinctly . Fa miliarity with dono r landscapes, resource mobilization strategies, and proposal development . Experience mentoring or capacity-building government and NGO staff. Willingness to travel domestically and internationally up to 10% time.
