Senior Business Analyst

The New York State Department of Health (NYSDOH) Bureau of Surveillance and Data Systems is charged to maintain and enhance the statewide Electronic Clinical Laboratory Reporting System (ECLRS), the Communicable Disease Electronic Surveillance System (CDESS), and the Electronic Syndromic Surveillance System (ESSS). These are mission critical electronic systems to effectively monitor and respond to over 75 reportable diseases and to other public health emergencies and inform statewide policy decisions. Two candidates will support data exchange and data quality efforts for NYSIIS, including onboarding of providers to New York State Implementation Guide for HL7 version 2.5.1 Immunization Messages and verifying message compliance to the national ONC Meaningful Use requirements for electronic submission of immunization data. The Senior Business Analyst will be responsible for maintaining and updating ACCESS programs. The Senior Business Analyst will perform technical activities to enhance interoperability of NYSIIS with electronic health records used by health care practices across New York State.

Mandatory Qualifications:

• This position requires at least a bachelor's degree in engineering, Computer Science, MIS or equivalent from an accredited institution. A copy of the degree must be submitted with the Candidate Proposal Response.
• 60 months experience in SQL/SQL TOAD
• 60 months experience with Excel
• 60 months experience in messaging standards (XML, X12, etc.)
• 60 months experience in HL7 messaging in support of a state immunization information system
• 60 months experience in data quality analysis related to state immunization system data
• 60 months experience in customer support/guidance

Candidate must be legally authorized to work in the United States. Preferred Qualifications:

• 84 months experience in HL7 messaging in support of a state immunization information system
• 84 months experience in SQL/SQL TOAD
