The RoleEqualAccess is partnering with a nonprofit affordable housing developer and community organization with deep roots in New York City. The portfolio is entirely affordable, comprising Low Income Housing Tax Credit (LIHTC) properties and mixed-use buildings with commercial space. This is a compliance-forward organization that takes regulatory accuracy and resident stability seriously.
This role owns the compliance and leasing function for the portfolio. That means keeping tenant files audit-ready, managing the full certification cycle, and leasing vacant units, all against the backdrop of Section 42, NYC Rent Stabilization, and a web of city and state agencies. This is not a generalist property management role. The work is technical, documentation-heavy, and consequential. If LIHTC compliance is not something you already know, this is not the right fit.
What This Role Is, and Is NotThis role is:
- A dedicated LIHTC compliance and leasing position covering a sizable affordable portfolio
- Responsible for the full certification lifecycle, from recertification notices to TIC forms to annual reporting
- The internal point of contact for file audits, syndicator reviews, and subsidy program coordination (Section 8, SCRIE, DRIE)
- A role that requires close, ongoing interaction with residents, agency partners, and funders
- Expected to stay current on regulatory changes and implement them proactively
This role is NOT:
- A stepping stone for someone learning LIHTC from scratch
- A back-office-only position (resident interviews and leasing are part of the job)
- A supervisory or portfolio leadership role
- Primarily focused on financial reporting or asset management strategy
Required Experience & Traits
- Minimum three years of hands-on LIHTC compliance experience, or a bachelor's degree in Business, Finance, Real Estate, or a related field combined with meaningful affordable housing exposure
- LIHTC compliance certification (required)
- Working knowledge of Section 42, NYC Rent Stabilization and Rent Control guidelines, and relevant city agencies including HPD, NYCHA, DOB, ECB, and HDC
- Familiarity with Fair Housing laws, Section 504, and the ADA
- Detail-oriented with demonstrated comfort managing high-volume documentation and conducting data analysis
- Strong written and verbal communication skills, you will be writing letters, preparing reports, and sitting across from residents explaining eligibility determinations
- Proficiency in Microsoft Word, Excel, and Access Database
- Bilingual in English and Spanish is required to effectively communicate with the tenants and communities served.
- Monitor LIHTC regulatory updates and translate changes into updated procedures and file practices
- Manage the full annual and interim certification cycle, including TIC forms, demographic information forms, and recertification notification letters
- Process unit transfers and maintain tenant files across all properties in compliance with Section 42 requirements
- Prepare monthly, quarterly, and annual compliance reports for tax credit syndicators and funding sources
- Participate in LIHTC reviews conducted by outside entities, serving as an informed, organized point of contact
- Prepare rent subsidy application forms for Section 8, SCRIE, and DRIE-eligible residents
- Coordinate updated lease information with public agencies administering rent subsidies
- Conduct internal audits of tenant files to identify and resolve deficiencies before external reviews
- Participate in lease-up of new and vacant residential units, including eligibility interviews with prospective tenants
- Conduct tenant interviews to assess eligibility and determine file readiness
- Maintain working relationships with city agencies, funders, and residents in a way that reflects the organization's commitment to quality, stable affordable housing
