Job Summary

STAFFXPERT LLC is seeking a Proposal Writer on behalf of our client in Rockville, MD . This role will support the Corporate Office and Business Development team and will be responsible for managing the proposal lifecycle, from developing and editing content through final submission.

The ideal candidate will have strong experience writing proposals for U.S. Federal Government contracts , with preference given to candidates with Healthcare or Health IT experience . The role requires excellent writing, editing, organization, and proposal compliance skills.

Key Responsibilities

• Develop, write, and edit proposal sections, including technical, management, past performance, and personnel/resume volumes .

• Support responses to federal RFPs, RFIs, and RFQs .

• Collaborate with Subject Matter Experts and internal stakeholders to gather and incorporate technical and business inputs.

• Analyze solicitation requirements and ensure proposal responses are fully compliant with instructions, templates, evaluation criteria, and formatting requirements.

• Participate in color team reviews and incorporate reviewer feedback into proposal submissions.

• Maintain and organize boilerplate content, reusable proposal materials, and content libraries .

• Support proposal graphics, formatting, editing, and final submission packages.

• Track proposal opportunities, schedules, milestones, and deliverables in coordination with the Business Development team.

• Research contract vehicles, requirements, terms and conditions, and other factors that contribute to successful federal proposals.

• Ensure proposal content is clear, persuasive, accurate, and aligned with customer requirements.

Required Qualifications

• Bachelor's degree in English, Communications, Business, or a related field .

• 3 5 years of experience in proposal writing, technical writing, or a related role supporting Federal Government contracts .

• Experience supporting federal agencies such as HHS, DoD, DHA, DHS , or similar organizations.

• Strong understanding of federal RFP/RFI/RFQ structures and proposal compliance requirements .

• Experience with proposal development within Government Contracting (GovCon) environments.

• Strong writing, editing, proofreading, and organizational skills.

• Ability to work effectively with Subject Matter Experts, Business Development teams, and cross-functional stakeholders.

• Proficiency with Microsoft Office Suite and SharePoint .

Preferred Qualifications

• Healthcare or Health IT proposal experience .

• Experience working with federal healthcare agencies or programs.

• Familiarity with proposal and opportunity-management tools such as GovWin, Awarded AI, or similar platforms .

• APMP Foundation certification is preferred but not required.

• Experience with contract vehicles, federal acquisition processes, and proposal evaluation criteria.
