Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care (CoC), we coordinate and manage federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness. The Coordinator, Monitoring, is responsible for the daily operations of the Monitoring & Compliance unit at LAHSA. This position will plan and conduct compliance monitoring for LAHSA funded agencies. When directed, they will also act as the representative for the organization in cultivating and maintaining collaborative working relationships with all partners, key stakeholders and other community partners. The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities.Essential Job Functions• Plan, develop, and conduct on-site reviews, in accordance with LAHSA policies, procedures, and tools, to ensure LAHSA funded agencies adhere to LAHSA standards and have appropriate internal controls over their systems • Conducts interviews with all levels of staff at LAHSA-funded agencies to verify compliance with the Federal, State, and Local regulations as specified in the LAHSA contract • Use data mining techniques to identify and test high-risk transactions • Prepare and issue monitoring reports identifying findings and recommended corrective actions • Conducts follow-up investigations on any discrepancies identified • Conduct risk assessments and financial viability reviews for all LAHSA-funded agencies to identify potential areas of compliance vulnerability and risk • Develops compliance monitoring tools, including interview questions, to verify compliance with the Federal, State, and Local regulations as specified in the LAHSA contract • Follow policies and procedures for the general operation of the compliance program • Develop recommendations that result in changes to LAHSA contracting policies and practices. • Maintain integrity of data and comply with data request • Build successful, collaborative relationships at all levels of LAHSA, as well as with contractors and other stakeholders • Act as an independent review and evaluation body to ensure that compliance issues and concerns are being appropriately evaluated, investigated, and resolved • Participates in regular review and approval of business processes, policies, and procedures to ensure activities remain accurate, timely and relevant • Keeps apprised of all laws, regulations, statutes, rules and policies affecting LAHSA and homelessness • Work with LAHSA-funded agencies toward a resolution on questioned cost or compliance concern/finding identified through documentation review • Develop and implement corrective action plans for resolution of concern/finding, and link to appropriate technical assistance as required • Conduct training, workshops, and any necessary technical assistance to LAHSA staff and stakeholders • Other duties and special projects as assignedKnowledge, Skills & Abilities• Grant management and administration of federal and non-federal funds • Demonstrated experience in Uniform Guidance, Accounting Standards, Audit Standards, Internal Controls and Risk Analysis • Knowledgeable in Federal Statutes and Regulations, such as HEARTH ACT, HUD Emergency Solution Grant, HUD Continuum of Care, HUD Community Development Block Grant, DPSS CalWORKs Housing Support Program, John H. Chafee Foster Care Independence Program • Intermediate or advanced level understanding of Microsoft Office • Computerized information systems used in financial and or accounting applications • Web-based software applications for client level and aggregate program data, such as Homeless Management Information System (HMIS) • Experience in audit interview techniques • Strong written and oral communication skills • Ability to interface with the public and staff on all levels • Strong analytical and problem-solving skills • Strong time management and organizational skills • Demonstrated experience working independently and in a team environmentTraining & Experience• Requires 3 years' experience in compliance, monitoring, or auditing • Bachelor's degree from an accredited college or university with 21 semester units or 32 quarter units of accounting courses, including a course in auditing, may substitute for experience. • Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully. License Requirement: A valid California Class C driver's license is required at the time of hire. Employees must also meet and maintain LAHSA's driver eligibility requirements and be eligible for coverage under LAHSA's automobile insurance policy, in accordance with the policy's underwriting and eligibility requirements, throughout their employment. Schedule: The Chief Executive Officer or designee may change the schedule of positions between hybrid and onsite, as necessary to accomplish LAHSA's business needs. Additional Information: LAHSA has adopted a hybrid telework policy requiring employees to work onsite at our Los Angeles office a minimum of two (2) days per week.
