The Aviation Department, which operates the Fort Lauderdale-Hollywood International Airport and North Perry Airport is seeking qualified applicants for the position of Airport Manager in the Aviation Operations Division. The Airport Manager for the Airport Control Center (AOCC) should possess a thorough understanding of all AOCC functions as it pertains to airport management at a large hub commercial service international airport. The Airport Manager for the Airport Operations Control Center (AOCC) is advanced specialized work responsible for management and coordination of all functions related to the AOCC at the Fort Lauderdale-Hollywood International Airport (FLL). This includes management of console and hand-held radios as well as its auxiliary systems. The Airport Manager for AOCC should possess a thorough understanding of Federal, State, and Local regulations pertaining to Operations at a large hub commercial service airport. Duties involve tenant, governmental, and vendor relations; contract drafting, procurement, negotiations for competitive bidding of contracts associated voice and audio recording agreements; gate and ticket counter scheduling and management, security response, maintenance coordination, participation in facility design and planning; budget preparation and oversight; training, coaching and mentoring staff; implementation of company policy and procedures to staff; develop and implement programs; oversight of emergency response of assigned staff; airport emergency response planning, tabletop exercises and live drill exercises; and ensure compliance of rules and regulations by stakeholders. This position requires significant interaction with airport stakeholders and will supervise assigned Broward County Aviation Department (BCAD) staff. Minimum Education And Experience Requirements Requires a Bachelor's degree from an accredited college or university with major coursework in Aviation Management, Business Administration or closely related field. Requires four (4) years in airport management appropriate including divisional programs to include planning, organizing, leading, and controlling all functions associated with an Airport Operations Control Center (AOCC). including one (1) year of supervisory experience. Special Certifications and Licenses Must possess a valid Florida driver's license during employment and maintain authority to drive on County business. Ability to obtain and maintain a Security Identification Display Area (SIDA) Badge with a Customs Seal. Preferences Master's degree in Aviation Management, Business Administration or closely related field. Doctorate Degree in Aviation Management, Business Administration or closely related field American Association of Airport Executives, Accredited Airport Executive (AAE), Certified Member (CM), or Airport Certified Employee (AAAE-ACE) in Operations, Communications or Security. Airports Council International (ACI) Diploma in Airport Operations Airports Council International Airport Professional (ACI-IAP) Knowledge of Airside Operations Experience in Operations at a Large Hub Commercial Service International Airport Per the Code of Federal Regulations, Title 49, Part 1542, all airport employees must undergo a Criminal History Records Check (CHRC) and a Security Threat Assessment (STA) to obtain a Security Identification Display Area (SIDA) Badge, as required by the Transportation Security Administration (TSA)

SCOPE OF WORK

Duties And Responsibilities Maintain a positive, consistent and professional working relationship with respective airport stakeholders including but not limited to with Federal, County, and local government entities such as FAA, TSA, CBP, BSO, air carrier operators, fixed based operators, service providers, etc. Maintain the operational readiness of the AOCC functional areas to include Customer Service, Operations, Security, Gate Control, and Maintenance. Develop and maintain AOCC Standard Operating Procedures (SOPs). Conducts employee training, development, coaching and mentoring and succession planning; prepares employee performance evaluations and attends to employee issues and disciplinary matters . Provides oversight and management control of special projects which may include, construction and contract administration as well as daily work assignments for office and field personnel. Develops, implements and monitors AOCC operating and capital budget. Maintains accurate records of any AOCC agreements and maintains purchasing/contract benchmark dates. Responds to airport emergencies and coordinates emergency response training. Responds to Airport and/or County Emergency Operations Centers (EOC) as required. Establish, implement, oversee, collaborate and support all sections of Airport Operations to ensure that the needs of the public are served in accordance to superior levels of service. Attends professional and public meetings, and conferences to represent the interests of BCAD. Acts in place of Enterprise Assistant Director of Operations in his/her absence. Ability to drive on the movement and non-movement areas of the airfield is essential. Performs related work as assigned.
