Position Summary

Reports directly to the Board of Commissioners, the Executive Director is responsible for carrying out program policies of the Board of Commissioners, responsible for overall direction, coordination and evaluation of current housing programs, budget preparation, community relations, policy/procedure design and program development.

Key Responsibilities

• Strategic & Operational Leadership: Direct the day-to-day operations, long-range planning, and policy implementation for the Public Housing and Multifamily programs.
• HUD & Regulatory Compliance: Ensure full compliance with U.S. Department of Housing and Urban Development (HUD) regulations, Fair Housing laws, and local/state housing mandates.
• Waitlist Administration: Oversee the administration of the Housing Authority’s waitlist management.
• Asset Management: Oversee the operation, maintenance, and financial health of Public Housing and Multifamily Programs.
• Financial Management & Budgeting: Prepare, present, and control operating budgets; manage audits and procurements.
• Board Relations: Act as the primary liaison between the staff and the Board of Commissioners, presenting policy recommendations and strategic updates.
• Community Engagement: Build and maintain constructive relationships with local government officials, resident councils, and community partners.
• Personnel Management: Hire, supervise, evaluate, and mentor staff.
• Develop local procedures, rules, and regulations : Submit recommendations for policy changes to the Board of Directors.
• Ability to establish and maintain effective working relationships: With superiors, subordinates, residents, other agencies, and the public.

ESSENTIAL FUNCTIONS :

1. Be On-Call for emergency consultation for maintenance issues and other emergency issues.

2. Attend Board Meetings and function as Board Secretary. Administer policies, rules, programs and budgets adopted by the Board.

3. Provide oversight and participate in the handling of bids, advertising, and proposals. Make recommendations to the Board of Commissioners.

4. Represent the Authority at meetings with outside agencies to explain Housing Programs.

5. Develop and control the Annual and Five-Year Plan, Capital Fund and budgets.

6. Be capable of reviewing Work Order Reports and determining shortfalls in the maintenance effort.

7. Comprehend HUD Notices and Handbooks and detail Policies based upon the HUD Materials.

8.  Review existing Authority policies to determine needed changes.

9. Direct hiring, training, and performance evaluation of staff.

10. Promote staff development and ensure compliance with employment laws and PHA policies.

11. Serve as the primary liaison between the PHA, residents, government agencies, and the public.

12. Oversee resident concerns and ensure high standards of customer service.

Minimum Qualifications

• Education: Bachelor’s degree in Public Administration, Business Administration,  Accounting, or a related field (Master’s degree preferred).
• Experience: Minimum of 5 to 6 years of experience in housing management, community development, or public administration, with at least 2 to 4 years at a Public Housing Authority. Other related education and experience may be considered. Prior skills in budgeting, personnel management and public relations.
• Technical Knowledge: Deep working knowledge of HUD handbooks and guidelines.
