Assistant Veterans Service Officer

General Description The purpose of this class is to assist in coordinating the provision of veterans’ services for Galveston County. This position functions as a working supervisor responsible for both direct veteran casework and oversight of daily office operations, ensuring efficient and effective delivery of services. Duties and Responsibilities The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary. Establishes and maintains Veterans Administration accreditation. Must be accredited by the U.S. Department of Veterans Affairs and Texas Veterans Commission or able to obtain accreditation within 90–120 days of employment. Counsels veterans, veterans’ widows, and veterans’ orphans regarding federal, state, and local benefits to which they are entitled. Maintains an active caseload and is responsible for initiating, developing, and submitting VA claims and appeals, including Supplemental Claims, Higher-Level Reviews, and Board Appeals. Assists claimants in the gathering, preparing and submitting of appropriate forms and supporting documents for new claims for health care and entitlement programs. Reviews service treatment records, medical evidence, and VA decision letters to determine appropriate claim strategy and next steps. Assists claimants in the preparation and submission of appeals following the adjudication of their claims. Provides ongoing case management, including follow‑up with clients, status updates, and documentation of all interactions in the case management system (e.g., VetPro or equivalent). Supervises and participates in the creation of electronic claimant files. Provides coordination between the Veterans Service Office and the Veterans Treatment Court. Trains, assigns, directs, and supervises, office staff. Establishes and maintains lines of communication with local chapters of veterans’ service organizations and local media for the dissemination of newly released information concerning veterans’ benefits. Represents the department at community events, resource fairs, and public meetings to promote services and increase veteran engagement. Prepares the annual budget; oversees the expenditure of budget funds; submits related reports. Supervises and assists in maintaining the office appointment schedule. Conducts outreach programs to educate county veterans of the existence of the office and its services and functions. Develops and maintains partnerships with veteran service organizations, community providers, and governmental agencies to enhance service delivery. Assists veterans in filing requests for corrections and upgrades to military documents. Represents the Veteran Service Office on the Veterans Treatment Court staff. Demonstrates strong advocacy skills while maintaining professionalism, sound judgment, and respect for client autonomy. Utilizes case management systems, VA platforms, and standard office software to effectively manage workload and documentation. Performs related work as assigned. Performance Expectations Maintains timely and accurate submission of claims and appeals. Ensures complete and compliant documentation of all client interactions. Provides high‑quality customer service to veterans and their families. Meets outreach and community engagement goals as established by the department. Minimum Education and Experience Requirements Requires High School diploma or GED equivalent. Requires a minimum of three (2) years of experience working with veterans’ benefits, claims processing, or a closely related field. Prior VSO experience preferred. Requires one year of experience working with laws, regulations and ruling of the Veterans Administration or closely related experience. Physical Demands/Work Environment Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken. The work is typically performed sitting at a desk or table or while intermittently sitting, standing, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects.
