MSR-1 is a first-of-a-kind molten salt reactor project being delivered in partnership with Abilene Christian University and strategic engineering, procurement, construction, manufacturing, and technical partners. This role is accountable for integrated project performance across cost, schedule, scope, technical execution, procurement, licensing, QA, operational readiness, stakeholder alignment, and project risk. The Vice President, Reactor Delivery leads the project organization and is responsible for converting technical, commercial, regulatory, and organizational inputs into a disciplined execution model. The successful candidate will bring strong project leadership, technical judgment, operational discipline, and the ability to create structure in a fast-moving first-of-a-kind project environment. Description The Vice President, Reactor Delivery provides overall leadership and delegated execution decision authority for the integrated MSR-1 project organization. The role leads and integrates project management, engineering, R&D and chemistry coordination, licensing, QA implementation, operations readiness, supply chain, contracts, organizational effectiveness, project controls, and supporting business functions. The Vice President, Reactor Delivery establishes project priorities, decision expectations, communication pathways, escalation protocols, and project performance standards. This position is intended for a senior leader who can make timely decisions, align competing priorities, manage ambiguity, hold teams accountable, and ensure the project organization operates as an integrated team rather than a collection of independent functions. Role Authority The Vice President, Reactor Delivery serves as the senior accountable execution leader for the MSR-1 project. The role has delegated authority to lead the integrated project organization, establish project priorities, make project execution decisions, and drive alignment across cost, schedule, scope, staffing, technical integration, procurement, licensing, QA, operational readiness, and stakeholder commitments within approved company governance. The Vice President, Reactor Delivery works closely with the CEO, COO, Chief Engineer or CTO, Chief Commercial Officer, and functional leaders to ensure project decisions remain aligned with Natura’s technical, commercial, regulatory, financial, and strategic objectives. The Vice President, Reactor Delivery has authority to require escalation, resolve cross-functional conflicts, assign ownership, direct project resources, approve project-level priorities, and elevate decisions requiring executive approval when they exceed delegated authority or materially affect company strategy, funding, external commitments, or regulatory posture. Responsibilities Project Leadership and Governance Provide overall leadership, direction, and accountability for MSR-1 execution. Establish the project operating model, define role clarity, set leadership expectations, and maintain the management systems needed to support disciplined execution and leadership visibility. Lead the project through a clear cadence of project reviews, decision meetings, risk reviews, and executive updates. Ensure decisions, commitments, actions, assumptions, and risks are documented, owned, and actively managed. Cost, Schedule, Scope, and Risk Performance Own integrated project performance against approved scope, cost, and schedule baselines. Work with project controls, finance, engineering, procurement, and functional leaders to identify performance trends, manage budget and schedule risk, and resolve execution barriers before they affect major milestones. Ensure project priorities are realistic, sequenced, and aligned to available resources. Maintain a disciplined approach to risk management, issue resolution, change control, and escalation. Technical, Licensing, and QA Integration Lead cross-functional alignment between engineering, R&D, chemistry, fuel cycle, operations, licensing, QA, procurement, and external technical partners. Ensure technical decisions are made at the right level, documented appropriately, and evaluated for project impact. Work closely with the Chief Engineer or technical authority to ensure execution supports the approved technical direction while maintaining appropriate control of assumptions, design maturity, interfaces, and deliverables. Ensure licensing and QA expectations are integrated into project planning, procurement, document control, records, supplier oversight, testing, and operational readiness activities. Procurement, Contracts, and Supplier Execution Provide project-level leadership over procurement strategy, contract execution, supplier priorities, long‑lead item planning, and contractor performance. Ensure procurement and contracting decisions support project priorities, technical requirements, schedule needs, QA requirements, and budget constraints. Resolve technical‑commercial conflicts, supplier performance issues, contract ambiguities, change order concerns, and execution barriers that could affect project delivery. Stakeholder Alignment and Team Leadership Serve as a senior project interface with internal executives, ACU, external partners, suppliers, contractors, and other stakeholders as assigned. Ensure stakeholder commitments are understood, documented, tracked, and integrated into the project plan. Lead, develop, and hold accountable the project leadership team and supporting functions. Identify staffing gaps, capability needs, organizational weaknesses, and role clarity issues. Promote a culture of ownership, respectful challenge, early issue identification, and disciplined follow‑through. Minimum Qualifications 15+ years of progressive leadership experience in complex project execution, nuclear, energy, industrial, chemical, defense, infrastructure, advanced technology, or other high‑consequence environments. Demonstrated experience leading cross‑functional teams or integrated project organizations with accountability for cost, schedule, scope, technical performance, and resource allocation. Strong working knowledge of project controls, budget management, schedule management, risk management, change control, procurement, contracts, and executive reporting. Experience working in multi‑stakeholder environments involving technical, commercial, regulatory, operational, and organizational interfaces. Demonstrated ability to make timely decisions with incomplete information while maintaining appropriate rigor, documentation, and stakeholder alignment. Strong leadership, communication, conflict resolution, and organizational management skills. Bachelor’s degree in engineering, science, construction management, project management, business, or a related field, or equivalent relevant experience. Preferred Qualifications Experience in nuclear power, advanced reactors, research reactors, DOE projects, NRC‑regulated environments, or other highly regulated industries. Experience leading first‑of‑a‑kind technology projects, demonstration projects, or projects transitioning from R&D into execution. Familiarity with reactor design, licensing, startup, operations, maintenance, safety analysis, QA, document control, configuration management, or regulated procurement. Experience with NQA‑1, 10 CFR 50 Appendix B, ANS‑15.8, DOE nuclear expectations, or comparable quality/regulatory frameworks. Experience managing EPC, engineering services, manufacturing, T&M, cost‑reimbursable, or complex supplier contracts. Experience building project organizations, governance structures, project controls, or execution systems in a startup or rapidly scaling environment. PMP, PgMP, PE, MBA, MS, or other relevant advanced degree or professional certification. Prior licensed operator, senior reactor operator, Navy nuclear, plant operations, commissioning, startup, or field execution experience. Physical Demands Frequent travel to project sites, Natura offices, supplier facilities, stakeholder meetings, and partner locations may be required. The role may require participation in field walkdowns, constructability reviews, supplier assessments, project reviews, and site‑based execution activities. Must be capable of working in office, project site, laboratory, industrial, and construction‑adjacent environments as needed.
