Who We’re Looking For (Position Overview):

Spry Methods is seeking a Program Manager to lead a large, multidisciplinary federal program supporting enterprise management, strategic planning, security, human resources, legal support, financial management, logistics, communications, and administrative operations. The Program Manager will provide overall management, direction, administration, quality control, and leadership for Spry and subcontractor personnel. This key personnel position will serve as the primary management interface with Government stakeholders and will be responsible for program performance, staffing, communication, risk management, deliverables, and contract compliance. The Program Manager must have the authority to make decisions and commit company resources in response to program requirements, concerns, and resource constraints.

What Your Day-To-Day Looks Like (Position Responsibilities):

• Provide overall management and oversight of contractor and subcontractor personnel and activities.

• Ensure all tasks, deliverables, and services are completed in accordance with contract requirements, schedules, and quality standards.

• Serve as the primary management interface between Spry and Government stakeholders.

• Provide program direction, administration, quality control, staffing oversight, and performance management.

• Facilitate Government and contractor communications and maintain clear lines of responsibility and escalation.

• Track and document program requirements, activities, milestones, decisions, risks, and performance using established program management practices.

• Develop, maintain, and execute the Program Management Plan, including management processes, standard operating procedures, milestones, communications, organizational structure, and risk management approach.

• Develop and maintain a comprehensive Risk Management Plan addressing risk identification, impact assessment, prioritization, mitigation, monitoring, reporting, recovery planning, and Government notification procedures.

• Manage program staffing, including personnel gains and losses, security clearance status, organizational charts, and workforce continuity.

• Monitor technical, personnel, contractual, programmatic, financial, and resource constraints and proactively communicate concerns to Government stakeholders.

• Lead kickoff meetings, monthly technical status meetings, program reviews, and other required stakeholder engagements.

• Prepare and deliver monthly status reporting covering task progress, corrective actions, staffing, Government actions, schedule performance, forecasts, and travel.

• Oversee program quality and efficiency and ensure deliverables meet accuracy, formatting, timeliness, and acceptance requirements.

• Support financial and business processes associated with program execution without performing inherently governmental functions.

• Oversee Government-furnished property accountability and required asset management activities.

What You Need to Succeed (Minimum Requirements):

• TS/SCI clearance eligibility.

• Active Project Management Professional certification.

• Demonstrated success within the last ten years managing projects or programs of similar size and complexity.

• Experience within the last five years determining and managing manpower requirements for projects of comparable scope involving diverse technical skill sets and labor categories.

• Experience within the last five years conducting comprehensive financial and performance monitoring of contracts using key performance metrics.

• Experience managing contractor and subcontractor personnel across multiple technical and professional disciplines.

• Experience developing and maintaining program management plans, risk management plans, staffing plans, performance reports, schedules, and organizational documentation.

• Experience managing program scope, resources, risks, staffing, schedules, quality, deliverables, and customer communications.

• Experience supporting DoW, Intelligence Community, or other Federal programs preferred.

• Familiarity with program activities involving financial management, acquisition support, logistics, strategic planning, security operations, human resources, communications, or legal support preferred.

• Strong written and verbal communication skills, including experience briefing senior Government and executive stakeholders.

• Demonstrated ability to identify program risks, develop corrective actions, and communicate resource or performance constraints proactively.

Ideally, You Also Have (Preferred Qualifications):

• Familiarity with PPBE and resource planning processes.
• Experience with integrated scheduling and acquisition support.
• Demonstrated process improvement and operational efficiency experience.

Final compensation will be based on experience, qualifications, certifications, clearance level, and contract requirements.. This position is contingent upon contract award.
