ASSOCIATE CONTROL ENGINEER

Salary: $10,555.00 – $13,202.00 per Month. New to State candidates hired at the minimum salary of the classification or the minimum of an alternate range when applicable. Location and Work Arrangement Joint Operations Center, Arden Arcade, CA. Work type: Permanent, Full Time. Hybrid telework with on‑site presence at the Joint Operations Center. Key Responsibilities Conduct complex technical engineering studies and analysis to support SWP POC scheduling and execution of water and energy delivery. Provide technical expertise for existing infrastructure and systems including CAISO revenue and real‑time metering, PACS, SIEM, SCADA, EMS historical reporting, and NERC CIP compliance. Perform engineering design, development, testing, implementation/programming, and documentation related to EMS. Create and review business, functional, and technical requirements; develop functional block diagrams; document equipment installation and inventory lists. Develop procedures for testing, operations, and maintenance; review manuals and training programs; support simulated operational malfunctions. Prepare reports on real‑time water and energy operations and accounting systems and interfaces. Assist in developing, monitoring, and maintaining processes to ensure SWP compliance with federal regulatory requirements, including NERC CIP. Minimum Qualifications Educational and experiential requirements as established in the Class Specification for the Associate Control Engineer. The specification includes the need for relevant degrees, experience with control systems engineering, proficiency in SCADA/EMS, and related certifications. Desirable Qualifications Programming and coding experience. Knowledge of relational databases (SQL/Oracle). Experience with configuration and testing of automation, controls, EMS, and communications systems. Advanced troubleshooting of electrical/computer/controls hardware and software. Customer service and technical support for end users of controls/EMS/comms systems. Special Requirements and Travel Authorized cyber and physical access to critical assets; satisfactory background check required before appointment and every seven years thereafter. Occasional travel within California; willingness to work outside normal business hours, travel, and stay overnight as required.
