Management and Budget Analyst

This is technical and professional management and budget analysis work in the City's Office of Management and Budget (0MB) department. Employees in this class assist in the preparation and maintenance of the City's operating and capital budgets, and in providing budgetary analysis and assistance to the 0MB Director and City Manager. Employees assistinthe development of guidelines for department budget preparation,make recommendations regarding fee (revenue) changes,monitor and review expenditures,maintain personnel position control,make recommendationsregarding the results of fiscal or operational reviews,and perform general and technical fiscal analysis of a diverse nature. Supervision is generally received from the 0MB management team who provide technical advice, review draft reports during various phases of assignments, and review completed work for professional quality and achievement of objectives. ReviewsCityCommissionagendaitemsforapprovaloffundingforbidawardsandappropriationoffunds Reviews Purchase OrdersandDirect Payment documents for funding availability,proper accountcodes and appropriateness of purchase/payment MaintainsthebudgetsintheCity'sfinancialmanagementsystem. Maintainspositioncontrolmoduleinthepayrollsystem. Reviewsandrecommendapproval/disapprovalofdepartment'srequesttofillexistingvacancies. Conductsresearch/analysisprojectsonongoingbasisonavarietyofbudget/managementissues. Performsresearch,compile informationrelated tocostsofspecific requestsbydepartmentsand/orLabor Relations Performsreviewsofcitysystemsandrelatedoperations Supportsseniormanagersinpreparingandadministeringoperatingbudgetandfinancialanalysesthatinclude items such as capitalimprovementplans andothercomplex budgetandfinancial assignments. Abilitytomaintainregularandpunctualattendance. Performsspecialprojectsandrelatedworkasrequired. Bachelor's Degree from an accredited college or university in Business or Public Administration, or a related field Experience in preparing budgets, management systems analysis, performance improvement reviews, or related analytical work Experience can substitute for education on a year-for-year basis Physical Requirements: Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, telephone, e-mail, or fax Physicalcapabilitytoeffectively useandoperate variousitemsofofficerelatedequipment suchasbutnotlimitedtocomputers,computersoftware,calculator,copier and fax machine No significant standing, walking, moving, climbing, carrying, bending, kneeling, reaching, handling, sitting, standing, pushing, and pulling.
