This position is with the Office of Chief Counsel in Washington, DC. The Office of Chief Counsel (OCC) is one of the Government's largest and oldest legal offices. The Management and Program Analyst serves as the program advisor to management on various functions and activities requiring application of qualitative and/or quantitative methods for assessment of management processes, systems and mission support programs within OCC.

This position starts at a salary of $89,508.00 (GS-12, Step 1) to $138,370.00 (GS-13, Step 10).

Major Duties: Typical work duties include but are not limited to:

• Provides technical assistance and direct support to headquarters and field management staff in areas such as personnel, information systems, organizational structure, planning systems, and other management programs.
• Conducts surveys, studies, and special projects to analyze organizational structures, personnel functions, administrative processes, and program operations; develops recommendations and implements approved actions to improve effectiveness and efficiency.
• Coordinates assigned management program areas by developing plans, goals, milestones, and objectives for short- and long-range implementation and administration.
• Serves as an expert analyst and advisor on complex management programs or projects affecting headquarters and field operations; provides recommendations on policies, procedures, operational challenges, and program improvements.
• Develops, implements, monitors, or evaluates management information systems, internal and external communications, special projects, and planning activities supporting short- and long-range organizational goals.

Qualifications

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

• Conducting analyses of administrative or mission-support programs to identify problems, trends, or opportunities for improvement
• Reviewing policies, procedures, or guidance and recommending changes to improve program operations
• Preparing reports, briefings, presentations, or written recommendations based on program analysis
• Supporting planning or management activities related to areas such as budget, personnel, information systems, organizational structure, procurement, property, or performance measurement
• Gathering, organizing, and analyzing qualitative or quantitative data to support management decisions.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

• Leading or conducting analytical studies of administrative or mission-support programs to evaluate effectiveness, efficiency, or productivity
• Advising managers on findings, options, or recommendations related to program operations, planning, resource use, or process improvement
• Developing or improving methods, reports, dashboards, procedures, or other tools used to analyze and present program information
• Coordinating with headquarters, field offices, or program stakeholders to collect information, resolve issues, or implement management improvements
• Drafting, reviewing, or recommending changes to policies, procedures, issuances, or directives affecting program operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:

• Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
• Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/24/2026.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years.
