Position Summary

The Roadway Maintenance Supervisor leads day-to-day field operations for DOT asset maintenance, directing crews and subcontractors to deliver safe, high‑quality, and efficient roadway and roadside work. You will plan daily assignments, set up compliant work zones, verify materials and equipment, and monitor production, safety, and quality against contract requirements and KPIs such as MRP. You will use the CMMS to manage work orders, document quantities and photos, and keep records audit-ready.

In this role, the team member will coach and develop field staff, conduct toolbox talks and JSAs, and perform routine inspections to prevent repeat deficiencies. This position will coordinate with inspectors and client representatives, communicate traffic impacts, and support incident and storm response, including after‑hours call‑outs. Success is measured by zero‑injury performance, clean compliance results, on‑time work completion, and a motivated team that takes pride in maintaining.

This position reports out of the Gainesville, FL office.

DUTIES AND RESPONSIBILITIES:

• Evaluate crew performance and daily work production to ensure maintenance tasks and work programs are completed safely, on time, and to DOT standards.
• Implement the project safety plan; lead daily JSAs/toolbox talks; identify job hazards and ensure proper controls and PPE are in place before work begins.
• Lead daily team meetings, assign routine maintenance and repair activities, and adjust plans based on priorities, weather, and traffic conditions.
• Assess material, staffing, and equipment needs; coordinate mobilization to meet schedule and quality targets.
• Explain new or revised assignments, goals, and processes to lead workers; establish clear operating guidelines to implement required changes.
• Plan and monitor maintenance activities to stay within budget; track costs and control expenditures for the assigned area.
• Inspect highways within the assigned area to identify needs for surfaces, shoulders, structures, drainage, signs, and right‑of‑way; report significant deficiencies to the Area Operations Manager or Project Manager.
• Operate highway maintenance equipment as needed (e.g., tractors, dozers, loaders, trucks, graders) to support field operations.
• Oversee material usage and crew methods in the field; verify work is performed correctly and record quantities, locations, and supporting photos.
• Use the CMMS/work order system to receive assignments, document progress, and close out work with accurate notes.
• Coordinate traffic control ups to meet MUTCD/DOT requirements; communicate lane closures and impacts as needed.
• Support incident and storm response, including after‑hours call‑outs, emergency repairs, and debris clearance.
• Uphold the Code of Business Conduct and model ethical behavior, professionalism, and respectful communication.
• Perform other duties as assigned by management and as required in emergencies.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge

• Roadside herbicide operations: Florida herbicide applicator license strongly preferred.
• Standard methods, materials, tools, and equipment used in highway maintenance; familiarity with FDOT standards, specifications, and contract requirements is a plus.
• Applicable federal, state, and departmental regulations for safety equipment, equipment operation, and materials handling.
• Basic engineering principles related to highway maintenance and the ability to perform accurate math calculations.
• Occupational hazards and appropriate safety precautions for roadway and roadside work.

Skills

• Plan, direct, and supervise crews effectively; set clear expectations and provide coaching and feedback.
• Communicate clearly and professionally with managers, coworkers, inspectors, and the public in English.
• Use computers, tablets, and related applications (e.g., CMMS/work order systems, email, basic spreadsheets) to conduct daily business and documentation.
• Drive vehicles and operate equipment safely, including manual transmissions.

Abilities

• Work outdoors in all weather conditions, day or night, in everyday and emergencies.
• Climb, kneel, crouch, crawl, stoop, twist, and walk over uneven ground; safely use tools and equipment per company standards.
• Maintain focus on safety, recognize hazards, and ensure proper controls and PPE are in place.

EDUCATION AND WORK EXPERIENCE:

Required Qualifications

• High school diploma or GED.
• Must be at least 23 years old (per company insurance requirements).
• Must possess an active and valid Florida Driver’s License with no restrictions and be able to pass a Motor Vehicle Record (MVR) check and maintain insurability under company policy.
• Basic math, reading, and recordkeeping skills to complete work orders and material logs accurately.
• Ability to obtain Maintenance of Traffic (MOT) or Flagger certification within company timelines
• Willing and able to travel within the assigned district and report to different work sites; living within a reasonable response time to the yard is preferred.
• Compliance with the company's Drug and Alcohol Policy; able to pass pre-employment and random testing. A background check and job-related physical may be required.
• Five or more years of highway/roadway maintenance experience, including at least two years leading crews or acting as a lead worker.
• Demonstrated experience with DOT asset maintenance activities (drainage, vegetation, pavement/shoulders, signs/guardrail) and work zone setups.
• Hands-on experience operating highway maintenance equipment (e.g., loaders, tractors, dump trucks).
• Familiarity with CMMS/work order systems and basic computer skills for email, reports, and documentation.
• Proven participation in storm/incident response and after-hours call-outs.

Preferred qualifications

• Associate degree or technical coursework in construction management, civil technology, or a related field.
• ATSSA/DOT Intermediate or Advanced MOT certification; OSHA 10/30.
• Prior DOT contract experience with MRP performance measures and client/inspector coordination.
• Florida commercial driver’s license (CDL) and/or bucket truck, forklift, or similar equipment certifications.
• Florida roadside herbicide applicator license and prior herbicide/vegetation control experience.
