Texas Health and Human Services Commission requires the services of 2 IT Procurement Technician 2, hereafter referred to as Candidate(s), who meets the general qualifications of IT Procurement Technician 2, Information Technology Contracting and Procurement and the specifications outlined in this document for the Texas Health and Human Services Commission. All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Level Description

4-7 years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field. Relies on limited experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is required. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Certified Texas Contract Developer (CTCD), or Certified Texas Contract Manager (CTCM credentials a plus.

Job Description

Possess a current knowledge of business trends, government regulations, software licensing practices, as well as negotiation and pricing techniques, in order to effectively find manufacturers for a particular technology product or service, ensure order fulfillment with vendors and negotiate pricing and delivery schedules.

Additional Job Details and Special Considerations

Actively coordinate and participate in the editorial duties of the solicitation package development. Collaborates with HHSC Subject Matter Experts (SME) on the inclusion of program specific information for the procurement documents. Provides high-level technical assistance to Medicaid & Chip Services (MCS), HHSC IT, and other HHSC staff regarding procurement processes and approaches. Coordinates, organizes, and analyzes procurement requirements from multiple program areas within MCS, as well as partner departments. Works closely with Procurement and Contracting Services (PCS) and Legal Services staff on determination of appropriate solicitation method, timelines, procurement posting, and management of the procurement process. Serves as SME in assigned workgroups and training activities, including developing presentations for management and staff.

Candidate Skills and Qualifications

Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.

Years - Required/Preferred - Experience

5 - Required - Experience writing Requests for Proposals (RFPs)

5 - Required - Experience leading JAD sessions to elicit requirements from stakeholders

5 - Required - Experience developing key performance measures for solicitations and resulting contracts

5 - Required - Experience performing quality assurance activities on large projects.

5 - Preferred - Experience in Texas Medicaid

5 - Preferred - Experience creating process flows for AS-IS and TO-BE models.

5 - Preferred - Experience development cost models, pricing workbook and financial requirements

5 - Preferred - Prior experience developing Federal funding requests (Planning and/or Implementation Advanced Planning Documents).

5 - Preferred - Knowledge of the State of Texas Procurement and Contract Management Guide.

5 - Preferred - Experience drafting RFPs within Texas state health agencies

5 - Preferred - Experience negotiating large contracts.

Term of Service

Services are expected to start on or around July 7, 2025 and are expected to completed by August 31, 2025. Total estimated hours per candidate shall not exceed 344 hours for FY25.

Please note, there is a renewal or extension under FY26 for up to 2000 hours from September 1, 2025 to August 31, 2026, contingent upon performance and the issuance of a new purchase order for the selected candidate.

Initial Purchase Order Term:

Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order.

Renewal Option(s):

HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.

Work Hours and Location

A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.

B) The primary work location will be 4601 Guadalupe Street, Austin, Texas 78751.

Position will be 2 days (Thursdays-Fridays) remote with 3 day (Mondays-Wednesdays) required to be onsite at the location listed above. Program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY.

Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must already reside in Texas.

C) Any and all travel, per diem, parking, and/or living expenses shall be at the workers and/or Vendors expense.

D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.

E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.

Important Information: A vendors submission of a candidate may be disqualified if:

• The vendor fails to add the candidate to competitive solicitation, or RFR, in the DIR ITSAC Portal.
• Another vendor submits the same candidate for the same competitive solicitation, also known as a request of resume (RFR).
• The vendor submits more than one candidate for the same competitive solicitation, or RFR.
• The vendor submits a candidate after the response period for a competitive solicitation, or RFR.

In submitting a resume for this solicitation, the vendor attests to their compliance with e-verify for the submitted candidate. E-verify requirements are outlined in Appendix A, Section P. Immigration, of the Standard Terms and Conditions for Information Technology Staff Augmentation Contract.

Worker must sign an Acceptable Use Agreement as a condition of employment.

Worker must sign and return an HHSC Information Technology Staff Augmentation Contractor Integrity Agreement (IT Form 4710) before a purchase order is issued.

Vendor must sign and return and HHS Information Security Cybersecurity Training Acknowledgement (HHS Form 3834) before a purchase order is issued.

Vendor must conduct a criminal history investigation of the Worker and provide the results to HHSC prior to the issuance of any purchase order. The criminal history investigation must have been conducted within six months prior to the issuance of any purchase order, including a purchase order for modifying or extending the terms of the agreement. Should the Worker not be acceptable to HHSC at any time because of the results of the criminal history investigation, then HHSC may immediately terminate its purchase order and related service agreement or request replacement of the Worker in question.

By accepting the purchaser order, the Vendor agrees to comply with the HHS Data Use Agreement.

Right to Amend or Withdraw Solicitation

DIR reserves the right to alter, amend or modify any provisions of this solicitation, or to withdraw this solicitation, at any time prior to the award of a Work Order pursuant hereto, if it is determined by DIR to be in the best interest of the State to do so.
