Access and Security Manager (FAC MGT SPEC 4)

Job Summary Reporting to the Director of Facilities Operations for Student Housing and Dining Services (SHDS), this position is directly responsible for the access and security systems and staff. The role serves as the department’s organization‑wide expert in access and security regulatory, procedural, and policy compliance and administration. The incumbent plans, oversees, and manages the installation, integration, modification, testing, repairs, and preventive maintenance of all security systems, hard‑key locks, card‑key systems (including mobile and SEOS), doors, door hardware, gates, roll‑up doors, and alarm systems. They supervise the day‑to‑day direction of the Fac Mgt Spec 3, Fac Mgt Spec 2, and Access and Security PPM career staff, and serve as the technical expert for departmental new build and renovation projects, including conversions to SEOS and mobile credentials. • Bachelor’s Degree in facility or construction management, computer science, or a related field and/or equivalent experience or training.
• Experience, knowledge, and technical skills to understand and review technical data, equipment specifications, and construction documents (plans, drawings, plan review during design, submittals, and specifications) with respect to access and security systems, doors, and door hardware, equipment installation, operation, and maintenance manuals. Knowledge of the California Building Code, OSHA, fire/life safety regulations, ADA requirements, and construction trade terminology.
• Experience, knowledge, and technical skills to manage, administer, develop, test, and repair door access control systems, physical doors, and door hardware.
• Experience supervising multiple trade union staff and supervisors, including selecting, training, motivating, and providing corrective action up to dismissal.
• Knowledge of commercial/residential facility services which includes large building mechanical and electrical systems, access and security systems, asset management systems, and field installation/repairs for electronic and mechanical access control systems and doors.
• Knowledge of electronic and mechanical access control systems – to include managing, developing, integrating/testing, maintaining, and administering electronic systems and doors/door hardware and understanding of mechanical master key schemes.
• Skill in budget management and leadership, including accounting principles, organizational structures, cost forecasting, and decision making, and developing short‑ and long‑range goals for in‑house remodels, repairs, upgrades, capital projects, and major maintenance development.

Preferred Qualifications Certified Locksmith LenelS2 Certifications (LCA, LCP, LCE) Experience and interpersonal communication skills for tact and diplomacy, negotiation, and conflict resolution. Leadership and decision‑making skills: chair meetings, train staff, problem‑solve, evaluate business needs, analyze budgets, and align strategic planning with university objectives. Research skills for facility maintenance and analysis of large data sets using software tools to increase efficiency. Department Overview SHDS provides housing and dining services to approximately 15,000 students and families, managing about 2 million square feet of property. Facilities Services, a major unit within SHDS, oversees maintenance, preventive maintenance, custodial services, capital projects, interior design, painting, and technology services for the department.
