Facilities Maintenance Supervisor

Position: Facilities Maintenance Supervisor Location: Chester, SC Job Id: 341 # of Openings: 1 POSITION SUMMARY: Responsible for planning, organizing, coordinating, supervising, evaluating the work of crews performing maintenance, repair, construction and renovation of County buildings, facilities and grounds. ESSENTIAL FUNCTIONS: Plans, organizes, schedules, assigns, supervises, reviews and evaluates the work of assigned staff; develops weekly work plans and establishes daily priorities based on operational needs, work priority, employee qualifications and technical skills; adjusts assignments in response to emergency, regulatory and safety needs while ensuring interrupted work is appropriately rescheduled and completed. Manages deployment of specialized employees to ensure electrical, HVAC and other skilled resources are effectively utilized. Participates in the selection of staff; trains and develops employees in work procedures, departmental expectations and job requirements; evaluates performance and administers corrective or disciplinary action as required and in accordance with County policy. Assists in developing and implementing goals, objectives, policies, procedures and work standards for maintenance, repair and renovation activities. Manages the provision of custodial services and other assigned contracts for County facilities. Promotes and enforces safe work practices; ensures employees receive required initial and ongoing safety training and properly utilize applicable safety equipment; monitors compliance with County safety requirements and applicable regulations. Plans and coordinates maintenance, repair, renovation and development projects performed by County staff or contractors; estimates time, cost, labor, equipment and material requirements; evaluates the appropriate use of in‑house versus contracted resources; coordinates necessary resources; and monitors contract work for conformity with applicable plans, specifications and requirements. Inspects work in progress and upon completion; makes appropriate field decisions, provides technical guidance to staff, resolves operational problems and ensures work meets applicable standards and requirements. Manages the Facilities Maintenance work‑order and recordkeeping systems; ensures work orders are accurately documented, prioritized, assigned, tracked and closed; regularly reviews aging and overdue work; and ensures timely and accurate maintenance of preventive maintenance records, inspection records, purchasing documentation, project status information and other required departmental records and reports. Develops, schedules and monitors preventive maintenance programs for County buildings, building systems and equipment, including HVAC, electrical, plumbing, generators and other applicable systems; ensures missed preventive maintenance is identified and promptly returned to the schedule. Conducts and/or assigns routine inspections of County buildings and properties to proactively identify maintenance, safety, security, appearance and facility‑condition concerns and ensures identified deficiencies are appropriately documented and addressed. Maintains schedules and records related to required regulatory inspections, testing, certifications and other compliance requirements for County facilities. Responds to facility‑related emergencies and urgent operational needs affecting the safe use, access, security, functionality or continued operation of County facilities; coordinates staff, contractors, vendors and other resources necessary to respond to the condition and restore operations in a timely manner. Maintains complete, timely and proactive communication with the Public Works Director regarding facility conditions, regulatory and compliance matters, significant maintenance needs, project status, safety concerns, operational disruptions, resource constraints, anticipated delays and competing priorities; promptly identifies matters requiring management awareness or direction and recommends appropriate corrective actions and solutions without requiring repeated requests for information or follow‑up. Ensures departmental purchases, purchase orders, receipts and supporting documentation comply with County procurement and financial policies and maintains appropriate purchasing records. Responds to questions and service concerns from County departments and the public; coordinates maintenance activities with other County organizational units and works to ensure appropriate resolution. Coordinates with Parks and Recreation and other Public Works divisions regarding temporary sharing of personnel, equipment and resources based on operational needs and as authorized by management. Assists with maintenance and repair activities as operational needs require; safely uses and performs appropriate minor maintenance on hand, power and shop tools and test equipment related to the work. Promotes a professional, cooperative and accountable work environment; communicates effectively with employees, County departments and the public; contributes to organizational goals and encourages teamwork within the department and across Public Works operations. Develops, manages, and operates within the approved departmental budget; identifies and prioritizes anticipated operating, maintenance, equipment, and capital needs; monitors expenditures and available funds throughout the fiscal year; ensures purchases are necessary, appropriate, and within budget; and promptly communicates significant budget needs, constraints, or anticipated variances to the Public Works Director. Performs other related work duties as assigned or required QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and Experience: High School Diploma/GED, successful completion of a recognized apprenticeship in a trade, AND three (3) years of journey-level experience in the maintenance and repair of buildings and facilities; OR an equivalent combination of education, training and experience. Required Knowledge and Skills Knowledge of: Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline. Administrative principles and practices including goal setting, program development and budget administration. Materials, methods, practices and equipment used in facilities construction, maintenance and repair. Operation, preventive maintenance, and minor repair of equipment. Emergency response practices and procedures. Safety practices, safe work methods and safety regulations pertaining to the work. Computer applications related to the work. Applicable laws, codes and regulations. Correct business English, including spelling, grammar and punctuation. Job estimation principles and practices. Techniques for dealing with a variety of individuals from various ethnic and social backgrounds. Skill in: Planning, organizing, supervising, reviewing and evaluating the work of others. Training others in policies and procedures related to the work. Supervising building and facilities construction, remodeling, maintenance and repair programs. Reading and interpreting plans, maps and specifications. Estimating necessary materials and equipment to complete assignments. Using initiative and independent judgment within established procedural guidelines. Preparing records and reports of work performed. Reading and interpreting manuals, specifications and drawings. Understanding and following written and oral instructions. Working successfully with a variety of individuals from various socio‑economic, ethnic and cultural backgrounds. Contributing effectively to the accomplishment of team or work unit goals, REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS: Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
