The Test and Evaluation (T&E) Manager II provides technical, analytical, and programmatic support to Marine Corps Systems Command acquisition programs in support of system testing, operational assessments, training development, and New Equipment Training (NET). The position supports the planning, coordination, execution, documentation, and reporting of developmental and operational test activities throughout the acquisition lifecycle in accordance with Department of Defense (DoD), Department of the Navy (DoN), and Marine Corps acquisition and training policies.

The T&E Manager II supports Government Program Managers, Systems Engineers, Logistics Leads, and Integrated Product Teams (IPTs) by developing test plans, coordinating test events, managing test resources, supporting test execution, and delivering training and sustainment instruction to Marine Corps personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Test and Evaluation (T&E) Program Support

• Provide technical and programmatic support for acquisition-related test and evaluation activities.
• Support the planning, coordination, development, review, and finalization of:
• Test Plans
• Test Procedures
• Test Schedules
• Test Reports
• Test Event Documentation
• Evaluation Criteria
• Ensure testing activities comply with applicable:
• DoD acquisition guidance
• Marine Corps systems engineering processes
• Test and evaluation policies
• Program-specific requirements
• Participate in Integrated Product Teams (IPTs), test readiness reviews, technical reviews, and engineering working groups.

Test Planning and Coordination

• Organize and manage program test schedules and integrated test event timelines.
• Coordinate stakeholder participation across Government organizations, operational units, engineering teams, and contractors.
• Identify and coordinate:
• Test laboratories
• Test facilities
• Required hardware and software
• Test equipment
• Test assets
• Test environments
• Support development of test strategies and test execution approaches.
• Coordinate pre-test logistics, readiness activities, and resource requirements.

Test Event Execution and Reporting

• Support execution of developmental, integration, operational, and verification test events.
• Ensure all required test documentation is prepared and available prior to execution.
• Collect, organize, and maintain test data, observations, discrepancies, and evaluation results.
• Support development of:
• Test Incident Reports (TIRs)
• Deficiency reports
• Post-test analyses
• Final test reports
• Coordinate post-event reviews and corrective action tracking activities.
• Support delivery of:
• CDRL C002: Test Plans and Test Reports

Training and New Equipment Training (NET) Support

• Deliver New Equipment Training (NET), sustainment training, and student evaluations to Marine Corps personnel.
• Conduct training at:
• Major Subordinate Commands
• Reserve units
• Government-designated training facilities
• Support operator and maintainer training for newly fielded systems and equipment.
• Develop, review, revise, and maintain training materials in accordance with:
• NAVMC 1553.1A
• Systems Approach to Training and Education (SATE)
• Update and maintain:
• Instructor Guides
• Student Outlines
• Programs of Instruction (POIs)
• Lesson Plans
• Student Assessments
• Testing Materials
• Attendance Rosters
• Support classroom instruction, hands-on equipment training, and field training exercises.

Documentation and Technical Analysis

• Prepare and maintain accurate technical documentation supporting testing and training activities.
• Analyze test results, operational feedback, and student performance metrics to identify trends and improvement opportunities.
• Provide technical recommendations to Government leads regarding:
• Test readiness
• Training effectiveness
• System performance
• Operational suitability
• Coordinate updates to training and testing documentation based on engineering changes, software updates, or revised operational requirements.

Cross-Functional Coordination

• Coordinate with:
• Systems Engineers
• Program Managers
• Logistics personnel
• Operational units
• OEM representatives
• Training organizations
• Support integration of test, logistics, sustainment, and training activities into acquisition program schedules and milestones.
• Participate in technical interchange meetings, reviews, and working groups supporting acquisition lifecycle events.

Requirements

• Bachelor’s degree in Engineering, Technical Management, Education, Military Science, Logistics, or related discipline; or equivalent combination of education and experience.
• Must have an active secret clearance
• Minimum 5 years of experience supporting DoD test and evaluation, training, or acquisition programs.
• Demonstrated experience with:
• Developmental and operational testing
• Test event planning and execution
• Technical documentation development
• Training delivery and curriculum support
• Knowledge of:
• DoD acquisition lifecycle processes
• Marine Corps systems and operational environments
• Systems Approach to Training (SAT/SATE)
• Test and evaluation methodologies
• Proficiency with:
• Microsoft Office Suite
• SharePoint
• Presentation and reporting tools
• Strong written and verbal communication skills.

DESIRED QUALIFICATIONS

• DAWIA Test and Evaluation certification.
• Experience supporting Marine Corps Systems Command programs.
• Experience delivering military technical training or New Equipment Training (NET).
• Familiarity with:
• NAVMC 1553.1A
• Test readiness review processes
• Operational test environments
• Systems engineering and acquisition documentation
• Experience supporting fielding and sustainment operations.
• Prior military experience or experience supporting Marine Corps operational units preferred.

WORK ENVIRONMENT

• Work performed in Government offices, laboratories, classrooms, operational environments, and test facilities.
• Frequent travel may be required to Marine Corps installations, reserve units, test ranges, and training sites.
• Position may involve field exercises, equipment demonstrations, and operational testing activities.
• Work may require access to classified systems and secure facilities.
