Sr. Emergency Response Grant Financial Specialist

Salary The expected salary range for this position is $106,400.00 – $125,010.60. Employees in specific high‑cost‑of‑labor locations in the United States (such as SanFrancisco, CA and Seattle, WA) may qualify for a geographic differential. Overview The Senior Grants Financial Specialist oversees the financial management and compliance of highly complex grants from U.S. and other government agencies and multilateral donors throughout the full grant lifecycle, from proposal development through closeout and audit. This specialist works in close collaboration with Global Program stakeholders, ensuring sound financial management and procurement processes that meet donor standards and organizational policies. The role also serves as a subject‑matter expert on donor guidelines and regulations, supports the overall financial health and sustainability of the organization, and mentors other specialists and related staff. Responsibilities Develop budgets and budget narrative packages for government and multilateral donor‑funded projects in collaboration with core teams at CI and country offices, ensuring accurate and realistic financial planning. Negotiate program resources with donors to ensure that all financial aspects in the agreement are reasonable and favorable to Compassion. Ensure timely and accurate financial reporting to institutional and multilateral donors, and prepare monthly, quarterly, and annual financial reports for donor‑funded projects. Develop and maintain financial reporting systems to track grant expenditures and ensure compliance with donor‑specific requirements. Oversee financial aspects of institutional grants, ensuring compliance with funding agencies and organizational policies while liaising with field teams to record grant‑related transactions. Prepare and review financial reports, budgets vs. actuals, and expenditure projections aligned with approved implementation plans. Collaborate with global program and national offices to develop budget forecasts, monitor financial performance, and provide analysis and recommendations to support strategic decision‑making. Administer vendor screening in partnership with the compliance specialist to ensure compliance with U.S./EU excluded parties’ lists and donor requirements. Coordinate with external auditors during donor audits, assist in audit preparation, and serve as the point of contact for financial aspects of procurement audits and the Single Audit. Ensure adherence to U.S. and other government regulations such as CFR, FAR, and OMB Circulars, as well as multilateral donor policies and procedures. Serve as a subject‑matter expert in partnerships with key stakeholders to ensure effective financial management of government and institutionally funded projects. Monitor donor‑funded projects to identify and address any financial discrepancies or compliance issues, coordinating with Controller, Compliance Specialist, and field accounting staff. Collaborate with the compliance team to enhance procurement‑related financial management. Develop and implement financial management tools and resources to enhance the finance team’s capacity and ensure compliance and efficiency in managing donor‑funded projects. Provide training and support to program staff on financial management for institutional, government, and multilateral donor grants. Train, coach, and oversee the work of other professionals and support staff in related disciplines. Maintain a personal relationship with Jesus Christ and uphold a Christ‑like attitude in interactions within and outside Compassion. Advocate for child protection and prioritize child protection considerations in all decision‑making and activities across the ministry. Abide by all behavioral expectations in Compassion’s Statement of Commitment to Child Protection and Code of Conduct. Report any concerns of abuse, neglect, or exploitation of children through Compassion’s internal reporting process and support appropriate responses to incidents. Qualifications Bachelor’s degree in Accounting, Finance, or a related field. 7–10 years of progressive experience in grant finance, accounting, or donor‑funded project management. Demonstrated expertise managing U.S. Government grants and cooperative agreements; experience with multilateral and international donor funding preferred. Experience developing and managing large, complex grant budgets ($30M–$70M+). Strong knowledge of 2CFR200 (Uniform Guidance), FAR, Single Audit requirements, and donor compliance regulations. Experience with budgeting, forecasting, financial reporting, audit support, compliance monitoring, and grant closeout. Prior experience providing leadership, mentoring, or oversight to finance professionals and project teams. Humanitarian assistance, emergency response, or HEA experience preferred. Strong analytical, communication, and stakeholder management skills. Excellent English language skills; Spanish or French language proficiency is a plus.
