Position also meets with Architectural Review Committees (“ARC”) and their members to review and coordinate initial applications for changes by residents to their homes within The Villages. Works to ensure modifications made follow the Restrictive Covenants. Once applications are approved or denied, works with ARC secretary to finalize the applications for disbursement to contractor and/or homeowner. \n ESSENTIAL DUTIES AND RESPONSIBILITIES (Includes, but not limited to) \n Supervisory\n \n Supervises employees, in accordance with the organizations policies and applicable laws; Directly supervises: \n \n Administrative staff\n Community Standards Administrative Coordinator\n Deed Compliance Officers\n \n Assists Director of Resident Services with supervision of Full Time and Part Time Community Standard staff.\n Train new staff in all phases of their job descriptions.\n Perform yearly job performance evaluations of Community Standards staff.\n Review to verify accurate hours worked by staff and approve payroll in payroll software.\n \n General\n \n Liaison between Department and residents.\n Provides excellent customer service to both internal and external customers.\n Receives calls of complaint.\n Responds to residents’ questions regarding compliance issues.\n Speaks at engagements to groups and residents.\n Manages all aspects of Community Standards Office. \n Creates daily list of reported alleged violations to be followed up by visits to residences. \n Works with Community Standards Administrative Coordinator to coordinate daily activities of the Deed Compliance & Administrative staff to ensure proper coverage of all activities within the department. \n \n Deed Compliance \n Public Hearings\n \n Attends various District Board meetings and provides testimony during Public Hearings.\n \n Training\n Conducts ongoing: \n \n Resident education through continuous outreach programs to ensure resident understanding of, and compliance with, applicable Restrictive Covenants.\n Community Standard Staff training to ensure employees’ understanding of Restrictive Covenants and architectural review process, ability to recognize violations and potential behavioral tools/techniques they can use to successfully approach potentially negative situations when addressing residents, and to effectively answer and channel resident calls.\n \n General Administrative \n \n Drafts letters to residents in violation of their Number District Deed Restrictions.\n Prepares, maintains and produces as requested, required reports to accurately track and respond to violations (i.e. Weekly violations report indicating active violations; date written, letter sent, date complied).\n Prepares correspondence related to the processing of external Deed Restrictions in accordance with the Rule adopted by the District Board of Supervisors.\n Researches County maps and property records to determine correct property ownership.\n To effectively and accurately research complaints, reads applicable procedure manuals, guidelines, etc.\n Contact mortgage lenders and emergency contacts to bring the property into compliance within the Deed Restrictions.\n \n Architectural Review \n Applications \n \n Assist in reviewing, with the Community Standards Administrative Coordinator, all Architectural Application Forms and site plans prior to committee meetings and organizing same in a workable format for multiple uses by others within the District as needed.\n Receives reviews and categorizes applications in preparation for presentation to Committee Members.\n Meets with resident to explain reasons for Committee denial and educates resident as to the ARC process.\n \n ARC Committee\n \n Works within guidelines of Deed Restrictions, researches and provides alternative suggested solutions for non-compliant applications for presentation to Committee Members. \n Attends weekly meetings of the ARC and meets with members to review applications and research materials related to same.\n Serves as the liaison between ARC members and contractor and/or homeowner. \n Researches new ideas related to architectural techniques and methodologies relevant to dwelling modifications and keeps Committees appraised of same.\n Responsible for ensuring the Official Record of Proceedings and other public records from the Architectural Review Committee are given to District Clerk for proper recordkeeping. \n Provides additional support to ensure timely upkeep of imaging function.\n \n Budget \n \n Provides support in preparation and implementation of Fiscal Year Budget for Community Standards Department. \n \n Reporting\n \n Enters data and prepares reports from databases to assist in preparation of chronology and backup material for presentation before the various Boards of supervisors for those properties that have gone through the Deed Compliance process. Prepares Deed Compliance reports for District Board of Supervisors monthly.\n Assists Director of Resident Services in preparing end-of-year reports.\n \n General\n \n Communicates effectively and makes formal presentations in public.\n Provides excellent customer service to members of the public and other District employees.\n Coordinates with all District departments for an up-to-date and accurate account of staff names, titles and extensions for District Staff Directory.\n Plans, develops, coordinates &/or implements “special” projects as designated by Director of Resident Services.\n Responsible for coordinating Customer Service information technology future needs and current challenges with District IT Coordinator and Technology Solutions Group (TSG).\n \n Additional \n \n Performs other duties as assigned.\n May be expected to perform additional duties in an emergency. \n \n ESSENTIAL EXPECTATIONS OF PERFORMANCE AND BEHAVIOR (Includes, but not limited to) \n \n Fosters teamwork among all staff.\n Practices effective communication skills with internal and external customers (e.g., presents ideas and information in a concise, well-organized way both orally and in writing).\n Models behavior to the District Core Values at all times.\n \n MINIMUM EDUCATION AND EXPERIENCE\n \n Bachelor’s Degree or equivalent from accredited educational institution; four (4) years related experience and/or training; or equivalent combination of education and experience.\n Prior experience with State &/or local government preferred.\n \n MINIMUM CERTIFICATES, LICENSES, REGISTRATIONS\n \n Valid Florida Driver’s License required.\n All candidates and employees must successfully pass background screening. \n \n MINIMUM KNOWLEDGE, SKILLS AND ABILITIES \n Knowledge\n \n Proficiency in use of office equipment, including but not limited to telephones, personal computers and productivity software, copier, printers, scanners, and fax machine.\n Intermediate or better proficiency in personal computer skills, preferably Microsoft Office package involving Word, Excel, Access, Outlook and PowerPoint. \n Comprehensive knowledge and understanding of the Restrictive Covenants to ensure applications are processed in accordance with Deed Restrictions.\n \n Skills \n \n Proven ability to provide excellent customer service to our residents. \n Excellent verbal and written communication skills and professional appearance and demeanor.\n Multi-task in a fast-paced environment to effectively meet multiple demanding deadlines, and productively handle diverse population and requests.\n Collect, evaluate and analyze data information as needed to conduct research.\n Communicate thoughts and ideas in a logical, cohesive and comprehensible manner.\n Extract and summarize information from rules, ordinances, statutes, correspondence, etc. as needed to understand assignments and changes in policy to perform new procedures.\n Interact with others to include courtesy, tact and diplomacy as needed to provide/gather information, assign and follow up on work duties, and establish effective relationships.\n Read and comprehend materials such as memos, correspondence and written orders as needed to ensure work activities are accomplished according to policy and procedure and exchange or acquire information. \n \n Abilities\n \n Proven ability to provide excellent customer service to residents and guests.\n Ability to successfully read building site plans and to successfully determine setbacks and special easements helpful. \n Ability to successfully read and comprehend materials such as memos, correspondence and written orders as needed to ensure work activities are accomplished according to policy and procedure and exchange or acquire information. \n Ability to successfully communicate thoughts and ideas in a logical, cohesive and comprehensible manner. \n Ability to extract and summarize information from rules, ordinances, statutes, correspondence, etc. as needed to understand assignments and changes in policy to perform new procedures.\n Ability to successfully interact with others to include courtesy, tact and diplomacy as needed to provide/gather information, assign and follow up on work duties, and establish effective relationships.\n \n EQUIPMENT\n Position regularly requires the use of office equipment, including but not limited to telephones, personal computers and productivity software, copier, printers, scanners and fax machine. \n WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS \n Work Environment\n The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
